Key Responsibilities

  • Establish and lead the Centre’s insurance regulatory and supervisory function.
  • Assess applications for insurance and related licences, registrations and recognition.
  • Implement prudential supervision.
  • Establish and enforce market-conduct and policyholder-protection standards.
  • Develop and review insurance regulations, rules, directives, prudential standards and supervisory guidance, benchmarked against international practice and IAIS principles.
  • Develop frameworks for cross-border supervision, foreign-regulator recognition, regulatory equivalence and home-host cooperation.
  • Ensure supervision addresses anti-money laundering, counter-terrorist and proliferation financing, beneficial ownership, customer due diligence, suspicious transaction reporting and sanctions.
  • Coordinate with IPEC, the Reserve Bank of Zimbabwe, the Financial Intelligence Unit, ZIDA, SECZIM and foreign regulators.
  • Lead supervisory intervention, remediation, investigation and enforcement.

Requirements

  • A bachelor’s degree in Insurance, Actuarial Science, Finance, Economics, Accounting, Risk Management, Law, Business Administration or another relevant discipline from a recognised institution.
  • At least five years of experience at senior management or senior technical level.
  • At least 10 years of relevant professional experience in insurance, insurance regulation, prudential supervision, reinsurance, actuarial services, financial services regulation or a closely related field.
  • Experience engaging boards, senior executives, regulators and other high-level stakeholders.
  • Experience developing or implementing regulatory frameworks, policies, standards or supervisory methodologies.
  • Demonstrable technical knowledge of insurance regulation, prudential supervision, insurance operations, risk management or actuarial principles.
