Key Responsibilities

  • Assist in preparing annual grant budgets and assess the impact of operational plans on existing grants.
  • Advise the Project Coordinator and management on appropriate actions.
  • Review partner and Plan financial documents for compliance with FAD requirements.
  • Review Grant Project Outlines and PO modifications to ensure correct expense coding and budget availability.
  • Support programme staff with proposal budget preparation and reviews.
  • Review grant budget entries in SAP and maintain proper records of budget modifications.
  • Monitor monthly grant expenditure against approved budget lines, identify irregularities and recommend corrective actions or budget realignment.
  • Support the monthly dissemination of grant-related financial information to PUs and partners.
  • Attach every Grant PO account line to FAD monthly before closing the GL.
  • Prepare bank reconciliations and ensure overdue items are resolved.
  • Monitor payment transactions to grant implementation partners.
  • Prepare reports, tax-related data and filing of documents.
  • Ensure compliance with local regulatory and tax legislation.
  • Provide assistance during audits.
  • Attend and actively participate in meetings and seminars on grants.
  • Ensure policies and procedures comply with Plan and Global Fund policies, procedures and requirements.
  • Review monthly SR transactions and supporting documents against financial reporting requirements and deadlines.
  • Ensure SR financial accounting data entries respect budget line items and appropriate codifications.
  • Ensure monthly reconciliations between Plan data and SR data, and between Excel financial reports and SR general ledgers.
  • Monitor Plan and SR financial activities and advise the Senior Grant Accountant, Compliance and Chief of Party on situations that may negatively affect internal controls or financial performance.
  • Maintain complete grant files at SR and Plan levels.
  • Ensure grant information is accurately and timely encoded into GL/SAP.
  • Attach Project Account lines to FAD accurately and on time.
  • Consolidate grant finance report data and ensure it is properly stored and updated.
  • Respond promptly and correctly to grant-finance related inquiries.
  • Store grant-related files and information in an organized manner.
  • Ensure adherence to Plan’s Safeguarding Policy and related procedures.
  • Perform monthly field monitoring visits to different project areas.
  • Provide technical assistance and guidance related to financial activities.
  • Support community planning processes.
  • Participate in partner and field-based community organization training and empowerment.
  • Ensure programme staff are properly inducted and understand their responsibilities under Plan International’s safeguarding and GEI policies.
  • Put into practice responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct.
  • Ensure concerns are reported and managed according to appropriate procedures.
  • Ensure safeguarding and Gender Equality and Inclusion principles are embedded in project design and implementation.
  • Contribute to Plan International’s global safeguarding and GEI efforts, including relevant reporting and data submission.

Requirements

  • Degree in Accounting, CIS or equivalent qualification.
  • 3-5 years’ experience in a similar role working in a computerized accounting office in an NGO setup.
  • Good experience and knowledge of accounting and grant funds management regulations and procedures.
  • Proficiency in computer skills and relevant software, particularly Excel, Word and computerized accounting packages such as SAP.
  • Good communication and analytical skills.
  • Ability to interpret and work in accordance with laid-down procedures.
  • Ability to train field staff on grants financial management.
