Description of task
Within the delegated authority and under the supervision of Finance Analyst or his/her designated mandated representative(s), the UNV Finance Associate will execute the below summary of Key Functions:
- Implementation of operational and financial management strategies
- Ensures effective financial resources management and oversight.
- Accounting and administrative support
- Asset oversight and management
- Knowledge building and knowledge sharing
1.Ensures implementation of operational strategies focusing on achievement of the following results:
- Full compliance of financial processes and financial records with UNDP rules, regulations, policies and strategies.
2. Ensures effective financial resources management and oversight, focusing achievements on the
following results:
- Regularly monitor programme delivery through ATLAS, run relevant reports, and prepare financial spreadsheets, monthly/quarterly expenditure reports/statements.
Visit grantees/IPs offices to conduct financial monitoring, prepare report and record project expenditure in ATLAS. - Analysis of unadjusted advances with the grantees and follow up for speedy liquidation.
- Monthly collection, summarization and submission of grantees VAT related statement and documents to the Country office for VAT reimbursement from ZIMRA.
- Support development and tracking of VfM indicators.
3. Ensures the provision of accounting, procurement, and administrative support to ZRBF focusing on achievement of the following results:
- Payments and financial reports are processed with proper documentation by ensuring all supporting documents are attached.
- Goods and services properly receipted, and accruals established.
- Maintenance of the internal expenditures control system by ensuring vouchers are processed, matched, completed, transactions are correctly recorded and posted in Atlas; travel claims, MPOs and other entitlements are duly processed.
- Timely corrective action taken on unposted vouchers with budget check errors, match exceptions, unapproved vouchers etc.
- Information on the status of financial resources presented as required.
- Accounts Receivables maintained for ZRBF projects and deposits recorded in Atlas.
- Management of cash receipts and petty cash.
- Proper filing system for finance records and documents.
- Assist the Finance Specialist in the preparation of quarterly financial reports for the ZRBF PMU.
- Supports ZRBF Finance unit in ensuring smooth processes related to procurement and financial administration focusing on achievement of the following results:
- ZRBF Procurement Plan updated and tracked by liaising with programme staff on activities lagging.
- Timely review of procurement requests by ensuring compliance with UNDP rules and regulations and SOPs before submitting to UNDP CO procurement unit.
- Advice to project staff on UNDP administrative and budgetary reporting requirements.
4. Supports knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
- Participation in the trainings for the operations/ projects staff on Finance.
- Contributions to knowledge networks and communities of practice.
- ZRBF Staff are trained on (ATLAS) Financial management.
- ZRBF Grant recipients are trained on financial compliance and reporting to UNDP. Synthesis of lessons learned and best practices in the financial aspects of adaptive programming.
- Sound contributions to knowledge networks and communities of practice
- Any other related tasks as may be required or assigned by the supervisor.
Qualifications/Requirements
Required degree level
- Bachelor degree or equivalent
Educational additional comments
- Specialized certification in Accounting and Finance.
- University Degree in Finance, Business or Public Administration desirable, but it is not a requirement.
- Part-qualified accountants from an internationally recognized institute of accountancy will have a distinct advantage.
Required experience: 24 Months
Experience remark
- 2 years of relevant finance experience at the national or international level is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
- Experience with ERP financials, preferably PeopleSoft (ATLAS), desirable.
- Experience with capacity assessments and strengthening desirable.
