About ZIMCODD
The Zimbabwe Coalition on Debt and Development, ZIMCODD, is a socio-economic justice coalition preoccupied with the quest for Social and Economic Justice established in February 2000 to facilitate citizens’ involvement in making public policy and practice pro-people and sustainable. Its specific objectives are: To raise the level of economic literacy among ZIMCODD members to include views and participation of grassroots and marginalized communities; facilitate research, lobbying and advocacy in order to raise the level of economic literacy and fiscal transparency on issues of debt, national/municipal budgets, trade and sustainable development; formulate credible and sustainable economic and social policy alternatives; develop a national coalition, and facilitate the building of a vibrant movement for social and economic justice in Zimbabwe.

Job Summary
The Finance and Administration Manager (FA Manager) is responsible for the overall financial management (planning, budgeting, accounting and reporting) and administration at ZIMCODD. The Finance and Administration Manager is a member of the Senior Management Team and directly supervises the Finance and Administration Officers/Assistants. The FA Manager is responsible for operation controls in finance and administration. The FA manager is responsible for the smooth and efficient functioning of the organization’s operational systems, ensures that organizational processes are efficient and effective and guarantees proper management of overall finance and administration matters. The ideal applicant needs to be process-oriented and possess management skills. The applicant also needs to demonstrate a capacity for taking and implementing decisions.

Key Duties and Responsibilities

Management
Contribute to overall strategic and operational management of the organization as a member of the Senior Management Team – Ensure ZIMCODD is up-to-date on all relevant statutory obligation and legislation; Manage relevant Finance/Administration staff, in accordance with good organizational practice; Manage sub-grants where ZIMCODD is a lead organisation; Manage all financial and administrative issues related to the organisation

Financial and Budget Management
Report to the Executive Director on a monthly and quarterly basis (global cash book, status of budgets and financial situation, etc.), to enable decision-making; Provide financial management advice on budgets, preparing periodical forecasts and any amendments needed; Monitor petty cash and bank balances to ensure sufficient funds are always available depending on program needs; Management and reconciliation of the bank and cash accounts, preparation of the weekly cash counts and monthly financial records including cashbooks, to be submitted to the Executive Director and presented to the management meetings; Ensuring financial and resource accountability and effective management of records according to ZIMCODD policies; Disbursement of cash advances and reconciliation to ensure recovery; Control of salary payments to staff, including national insurance and tax liabilities, reconciling the same and monitoring medical expenses, subsistence allowances, phone usage, etc; Collection and filing of regular financial reports and budget records; Prepare donor financial reports in line with donor reporting requirements; Monitor ongoing levels of expenditure on individual programs as against budget, and provide timely advice of likely over or under-spends; Participate to, initiate staff meeting and staff training

Administration
Establish/refine and implement administration and logistics procedures in line with organizational requirements; Produce office requirements according to the Procurement policies with approval from the Executive Director and maintain accurate records of the same; Keep proper personnel records of all employees according to ZIMCODD policies and best practices; Supervise the administrative needs of the staff; Ensure that contractual commitments are expressed in appropriate forms; Ensure that all necessary legal requirements are met, e.g. obtain vehicle registrations; According to budget availability and following ZIMCODD objectives, participate in relevant sections of projects linked with administrative issues (capacity building, animation of workshops or training sessions) etc.

Accountancy / Cash Flow management
Supervision of cash books and bank books management; Responsibility for all local accounting of all programs as provided in the ZIMCODD polices and donor requirements; Co-ordinate and maintain a cash forecasting system to ensure that adequate funds are available to meet the requirements of programs; Preparation of audits (general audit, donors’ audits); Prepare the consolidated budget for all grants; Any other duty as requested by ZIMCODD management

Qualifications, Skills and Experience
University degree in Accounting, professional Accounting qualifications a pre-requisite; Minimum of 7 years’ experience in relevant positions including direct responsibility for staff and organisational budget; Experience with international organisation requirements, managing large donor portfolios in an NGO setting is considered an asset; Knowledge of Pastel accounting system and experience with payroll are considered to be an asset to the job; Sound knowledge on procurement and human resources management are valuable for this post; Sound knowledge of financial management & control rules and practices; Excellent written and verbal communication skills; Target-driven and achievement oriented management style; Proactive outlook: Hands-on can do mentality, flexible, not a ‘nine to five’ approach.
