Project Background
The Smallholder Agriculture Cluster Development Project (SACDP) is a partnership between the Government of Zimbabwe and the International Fund for Agricultural Development (IFAD). SACDP aims to reduce poverty and enhance food security by transforming Zimbabwe’s small-scale farming sector into a viable and job-creating economic force.
Key Components:
Economic Empowerment: Organizes smallholder farmers into Agricultural Producer Groups (APGs) and clusters to support crop value chains with technical assistance, micro-financing, and infrastructure.
Climate-Proofed Infrastructure:
Focus on resilient infrastructure including irrigation, feeder roads, and rural water points.
Rural Financial Inclusion:
Strengthens private-sector partnerships to improve access to finance through a dedicated Line of Credit.
Geographic Scope:
426 wards in 18 rural districts across five provinces (Mashonaland Central, Mashonaland East, Mashonaland West, Manicaland, Matabeleland South), directly targeting 78,240 households.
Position Objective
The ESS will lead the environmental and social safeguards implementation within SACDP. This includes monitoring compliance with IFAD’s Social, Environmental and Climate Assessment Procedures (SECAP), preparing safeguard instruments, ensuring site-level compliance, and promoting sustainable practices.
Key Responsibilities
General Duties:
- Coordinate and monitor environmental and social safeguard plans in line with SECAP.
- Prepare project reports and consolidate inputs for work plans and evaluations.
- Support compliance of contractors and partners with environmental and social requirements.
- Engage stakeholders to ensure safeguard requirements are met.
- Maintain and update safeguard policy documentation.
- Identify and manage E&S risks, including those related to land access, conflict, and vulnerable groups.
Site-Specific Responsibilities:
- Conduct environmental screenings and prepare ESMPs and ESIAs.
- Oversee site visits and monitoring.
- Train staff and ensure Code of Conduct adherence.
- Prepare monitoring and evaluation reports.
Labour Management:
- Support Labour Management Procedures (LMP) implementation.
- Ensure compliance with labour laws and SEA/SH best practices.
- Monitor and report on labour-related grievances.
Stakeholder Engagement:
- Implement the Stakeholder Engagement Plan (SEP).
- Prepare stakeholder consultations and ensure reporting transparency.
Deliverables
- Monthly and annual reports on E&S implementation and compliance.
- Updated records of all monitoring activities.
- Training materials, technical assistance reports, and lessons learned documentation.
Qualifications and Experience
Minimum Requirements:
- Bachelor’s degree in Environmental Sciences, Environmental Health and Safety, or a related field.
- Minimum of five years’ experience in environmental and social safeguards within development projects.
- Familiarity with GESI, youth empowerment, and EHS guidelines.
- Proficiency in Microsoft Office and environmental frameworks.
- Strong verbal and written communication skills.
Desirable Competencies:
- Postgraduate qualification is an advantage.
- Experience with ISO 14001 or IFC Performance Standards.
- Strong analytical, planning, and interpersonal skills.
- Commitment to sustainability and stakeholder engagement.
Contract Information
- Duration: Two-year renewable contract, based on performance.
- Performance Review: Annual, based on compliance and timely reporting.
Liaison:
Close coordination with the Project Implementation Committee and Climate Smart Agriculture Specialist.
