Job Summary
The Enterprise Development Officer (EDO) will be responsible for developing innovative business models for rural households and communities around the Southeast Lowveld (SEL). The EDO will liaise with business, trade, local community, local and traditional authorities, private sector actors, to develop and implement viable income generating activities, which translate into sustainable livelihood diversification options for communities within the project target area. This position reports to the Project Manager and will be based in Southeast Lowveld (SEL) of Zimbabwe.
Duties And Responsibilities
Private Sector Engagement and Enterprise Development
• Lead and be the contact person for Private Sector Engagement (PSE) in the priority sectors identified including targeted conservation enterprises including Non-Timber Forest Products (NTFPs), agricultural value chains and financial inclusion,
• Work with communities within and around the Southeast Lowveld through community consultative meetings to develop and implement viable and sustainable income generating activities,
• Lead and be the key contact person for field implementation of all community-based organization (CBO) income generating activities,
• Support communities to link with and benefit from income generating activities working with the Senior Community Based Natural Resource Management Officer (SCBNRM) through enterprise identification, training and development,
• Work directly with communities to facilitate the implementation of income generating community projects, design of sustainable strategies for operation and maintenance of resulting services,
• Facilitate business or commercial linkages between community enterprises and established businesses or private sector players,
• Facilitate the development of robust market strategies and linkages for the income generating activities and conservation enterprise in the landscape,
• Support local communities to improve their business and financial management systems and increase their access to investment and working capital.
• Promote innovation in the development of products by community-led income generating activities and enterprises,
• Design and facilitate implementation of value addition mechanisms in line with market demands and support quality assurance processes,
• Offer effective technical extension in business development/income generating activities and community investments in enterprise development,
• Execute all due diligence and business planning processes for enterprises,
• Ensure gender equality, youth participation and social inclusion in the implementation of enterprise project activities,
• Facilitate discussions with relevant agencies as needed for the activities and help develop knowledge products and any other tasks as needed for learning,
• Coordinate with relevant government agencies and key partners and to ensure coherent design and coordination of enterprise development programmes and interventions in the landscape by all actors,
• Support enterprise processes to build absorptive, adaptive and transformative capacities of local communities to deal with climate change related challenges,
• Organize/facilitate the registration, verification, mobilization of project beneficiaries and engage in monitoring of the subsequent meetings with the community and other stakeholders,
• Provide technical guidance to project staff in incorporating appropriate Monitoring, Evaluation, Accountability and Learning (MEAL) tools into projects activities based on needs, USAID Resilience ANCHORS and donor requirements, resources and capacities.
• Contribute and support effective MEAL processes and initiatives, ensure effective data and information management and contribute to regular and periodic planning and reporting on project activities,
• Generate and compile activity reports as means of verifications for each action in liaison with the project MEAL Officer.
• Coordinate with the Project Coordinating Unit (PCU) and USAID Resilience ANCHORS Partners to ensure synergy and execution of activities in the field.
Value Chain and Market Development
• Serve as the technical lead for designing, implementing, and monitoring value chain and marketing activities,
• Coordinate partners including private enterprises, Producer and Marketing Groups, and VSL groups working on the value chain and market development interventions,
• Provide technical support for the formation of producer groups/cooperatives and other associations along the key value chains,
• Coordinate capacity development activities in the areas of organizational development, agribusiness, value chain, and marketing development including the development of training modules,
• Support identification of market-led /sustainable agro and conservation-based economic opportunities and assist in understanding and implementation of demand-driven, commercialization approach to rural development based on access to markets.
• Support building capacity of value chain actors through training, mentorship, and coaching in basic business skills.
• Facilitate, identify and maintain strong partnerships with private sector organizations, and cooperatives partners through value chain platforms.
Savings and Lending Associations
• Facilitate formation, training, and development of VSLA to build local-level capacity in microfinance for development.
• Facilitate VSLA and Producer Groups linkages with MFIs
• Coach, supervise and mentor the village agents for effective facilitation and support of VSLA and Income generating activities.
Capacity Development
• Guide reviews, market analysis, capacity analysis and needs assessments for skill development training and recommend relevant technical support in the identified communities,
• Coordinate and support trainings of communities in enterprise and community business initiatives,
• Support cross learning exchange activities to other successful enterprises,
• Develop strategy for the growth and management of Community Revolving Fund, including specific guidelines how communities could tap these resources for local development activities,
• Develop a systematic database on the entrepreneurial activities as they relate to the overall scope of the project,
• Follow-up with the local entrepreneurs and private business groups, once they have become functional with the project support, to ensure sustainability of their businesses and income streams,
• Formulate and consult on action plans for value chains promotion to benefit resource producers / processors in areas,
• Provide guidance and support to collaborating partners, business development service providers and entrepreneurs’ organizations at field level and,
• Support market outlets established by community entrepreneurs in rural market centers, district level and implement agreed activities.
Qualifications And Experience
• A Bachelors’ degree in Agricultural Economics, Business Enterprise Development, Finance, Economics, Commerce, Marketing Management, Entrepreneurship or related field,
• At least 5 years direct experience in enterprise development/business development,
• Understanding and expertise in enterprise development in remote areas, and proven experience in implementing successful enterprise development activities in challenging conditions,
• Strong network of private sector links across a wide cross-section of different industries including but not limited to non-timber forestry product (NTFP) markets, agricultural commodity buyers, livestock buyers, agricultural equipment and inputs suppliers etc.
• Good appreciation of agricultural commodity value chains, distribution/logistics processes, marketing systems, micro-financing models.,
• Ability to build coalitions and networks that can provide synergies and sustainable solutions for the project in enterprise development,
• Demonstrated experience in project management, including delivering outputs within deadlines in Zimbabwe and the region,
• Demonstrated experience working in the field with communities and private sector operators,
• Ability to communicate effectively with a wide group of collaborators, including proactive sharing of information and reporting,
• Professional, mature, culturally sensitive, flexible, team player and interpersonal skills with the ability to build effective relationship with a range of people,
• Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships is a must,
• Fluency in Shona and other locally spoken dialects essential and proficiency in English (both spoken and written),
• Excellent analytical and research skills,
• Excellent communication skills,
• Excellent meeting facilitation skills,
