The initiative focuses on four pillars:
* Strengthening institutional frameworks;
* Demonstrating electric public transport;
* Scaling up of electric mobility systems through enabling policies, regulations and financing.
* Managing environmental impacts including battery and vehicle end of life, while linking e-mobility expansion with renewable energy.
The project also integrates gender considerations-addressing women’s safety, access and mobility constraints-through a dedicated gender analysis and action plan. By promoting cleaner public transport and supportive systems, the programme aims to transform Zimbabwe’s transport sector and help meet its National Determined Contributions (NDC) targets through both direct and indirect emissions reduction.
The consultancy firm shall prepare amendments to Zimbabwe’s national e-mobility policy roadmap (Output 1.2), deliver capacity building trainings (Output 1.5), and develop policy/regulatory/legislative proposals and regulatory packages related to: EV classification, registration, authorization, and technical inspection (Output 3.1), and Charging infrastructure regulation and amendments to building codes (Output 3.2). The firm shall incorporate gender-responsive and EWCD-responsive measures throughout the planning, consultation, validation, and outputs.

Requirements
- Consultancy firm with at least 10 years of experience in e-mobility policies and regulations/standards.
- Experience in Sub-Saharan Africa is an advantage.
- Shall mobilize a team including: Team Leader and two experts covering: national e-mobility policies, training content and delivery, technical standards/regulations of EVs and charging infrastructure, gender mainstreaming expertise, economic, social, and environmental assessment expertise
- Team Leader: Master’s degree in relevant field; at least 7 years relevant experience.
- Other team members: Bachelor’s degree; at least 5 years relevant experience.
- At least one team member ideally based in Harare.
