The Public Service Commission is inviting applications to fill the following vacant posts in the Office of the President and Cabinet:-
POST E: DIRECTOR, SYSTEMS DESIGN
REPORTS TO: CHIEF DIRECTOR MANAGEMENT INFORMATION SYSTEMS
DEPARTMENT: CORPORATE GOVERNANCE UNIT
DUTIES AND RESPONSIBILITIES
1. Contribute to the formulation, implementation and review of the Co Governance Unit’s Information Communication Technology (ICT) polic strategies.
2. Design and manage ICT systems to meet specific user requirements Unit.
3. Manage the Unit’s systems quality assurance function
4. Oversee the evaluation of possible ICT solutions by taking into account cost, business requirements, technology requirements and emerging technologies.
5. Manage both the internal systems development team and external service providers.
6. Lead and/or participate in the research and selection of development technologies that improve quality, reduce costs, and/or reduce development time.
7. Superintend over the maintenance of data security, integrity and quality by enforcing adherence to ICT standards and best practices.
8. Provide for timely and effective communication with systems user units.
9. Manage the designing of the Unit’s website and other digital communication channels. 10. Superintend over the design and management of a database of suitably
qualified candidates for appointment to boards for public entities accessible to
all line Ministries and boards.
11. Supervise, coach and appraise subordinates.
QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
- A degree in Information Technology Management, Computer Science, Computer Engineering or equivalent.
- A Master’s degree in the above mentioned field(s) is an added advantage.
- Certification is an added advantage (i.e. Information Technology Infrastructure Library (ITIL), Information Technology (IT) Security).
- At least eight (8) years experience in systems design and maintenance, two (2) of which must be at Deputy Director Level or equivalent.
- Analytical, conceptual and problem-solving skills.
- Good interpersonal skills demonstrated by the ability to interact at all levels within the organisation and with external parties.
OTHER REQUIREMENTS
