1. MANDATE OF APPOINTING OFFICERS OF PARLIAMENT
Section 154 of the Constitution of Zimbabwe stipulates that the Clerk of Parliament and other Staff
of Parliament are appointed on terms of conditions of service approved from, time to time, by the
Committee on Standing Rules and Orders (CSRO) are Public Officers, distinct and separate
from the Civil Service. These appointments are on open, performance-based contracts subject
to the provisions of the Officers of Parliament (Terms of Service) Regulations, 2018, as amended
from time to time.
Applications are, therefore, invited from suitably qualified and experienced Zimbabwean citizens
below the age of fifty (50), with a clean disciplinary/criminal record, to fill the following vacant
positions

Grade F1
Reports To: Chief Director Information Services
Location: Research

Job Description
 Reviews departmental operating systems and procedures as part of continual improvement;
 Prepares departmental budgets and accounts for resources allocated;
 Facilitates the production of background /presentation papers or Statements, and
Intervention Notes for delegates to regional and international conferences ;

 Manages the production of Motion notes for Members of Parliament on any subject upon
request;
 Facilitates the production of Policy Briefs and Bills Digests necessary for legislative
analysis,
 Keeps MPs abreast on political, social and economic developments both domestic and
International, through fact – sheets;
 Prepares draft speeches for Presiding Officers, Members of Parliament and Senior Staff of
Parliament;
 Manages the development and updating of the Informatics Database and constituency
profiles;
 Gives advice where technical specialised information is required;
 Imparts research and policy analysis skills to subordinates; and
 Performs any other duties as may be assigned by the Chief Director of Information Services.

Minimum Person Specification
 A Social Science Degree preferably Sociology, Economics, Politics, and Administration,
Economic History etc.
 A relevant Masters’s Degree
 5 years in Public Administration, 3 of which must be at the management level
 Sound administrative and accounting skills
 Assertiveness and well-developed presentation and communication skills
 Ability to work under pressure
 High levels of integrity and professional ethics
 Computer literacy
