DUTIES AND RESPONSIBILITIES

1. Contribute to the formulation, implementation and review of Policies, Regulations, Strategies and Programmes on petroleum development and management in line with the Ministry’s strategic plan and national development imperatives.
2. Monitor and evaluate the implementation of petroleum development projects and programmes.
3. Monitor stocks and availability of fuel in the national fuel reserve and market.
4. Facilitate procurement of fuel for strategic reserve.
5. Coordinate the development of collaborative partnerships between government and relevant stakeholders on petroleum development initiatives.
6. Promote petroleum development research in collaboration with experts in the sector.
7. Promote the commercialisation and marketing of bio fuels (ethanol and biodiesel) and alternative fuels such as liquid petroleum gas and natural gas.
8. Coordinate the dissemination of information on the petroleum supply situation to stakeholders.
9. Facilitate Agreement on Joint Venture Projects with other actors in petroleum development projects and programmes.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES
⦁ A Bachelors’ degree in Natural Sciences, Economics or equivalent
⦁ A Master’s degree in the above is an added advantage.
⦁ Certification with a professional accrediting board and a formal qualification in Project Management is a distinct advantage
⦁ A minimum of eight (8) years’ experience, of which two (2) years must be in the Deputy Director grade or equivalent.
⦁ A thorough understanding of petroleum industry.
⦁ Knowledge of statutes and regulations governing the energy and power sector and working knowledge of Contract Administration practice.
⦁ Sound understanding of National Economic Development Programmes. Policies and Priorities.
⦁ Ability to communicate and network with stakeholders at various I evels
⦁ Willingness to travel within and outside the country.
⦁ Ability to employ information communication technology in the design, and monitoring of petroleum management and development programmes.
