Job Summary
The Director of Finance is responsible for overseeing the financial operations of United Bulawayo Hospitals. This includes budgeting, forecasting, reporting, compliance with regulatory frameworks, and ensuring the hospital’s financial sustainability. The role demands strategic oversight, strong financial controls, and collaboration with internal and external stakeholders.
Key ResponsibilitieS
- Strategic Financial Leadership
Contribute to the hospital’s strategic planning and policy formulation. - Prepare and present annual budgets and financial plans to the Chief Medical Officer and Hospital Management Board.
- Advise hospital leadership on financial risks, irregularities, and non-compliance issues.
- Develop financial strategies that support current operations and future institutional growth.
- Budgeting and Financial Oversight
Monitor income and expenditure to ensure alignment with approved budgets. - Conduct variance analysis and implement corrective measures where necessary.
- Ensure timely and accurate preparation of monthly, quarterly, and annual financial statements.
- Prepare revenue and expenditure projections and advise management accordingly.
- Monitor and manage hospital cash flows and working capital.
- Compliance and Risk Management
Ensure full compliance with Treasury Instructions, the Health Services Fund manual, statutory regulations, and audit requirements. - Coordinate and collaborate with Ministry of Health and Child Care, Treasury, and audit bodies.
- Engage with external auditors to ensure transparent and timely audits.
- Ensure compliance with the Public Finance Management Act and other relevant frameworks.
- Internal Controls and Financial Systems
Design and implement robust internal control systems to safeguard assets and prevent financial loss. - Maintain up-to-date and effective financial systems, including digitized solutions such as Pastel and PFMS.
- Supervise daily financial operations including revenue tracking, invoicing, and reconciliations.
- Coordinate procurement planning and participate in the development of operational plans (e.g., DIPA and purchase plans).
- Monitor and enforce adherence to statutory obligations and reporting standards.
- Stakeholder Engagement and Relationship Management
Foster productive working relationships with medical aid societies, financial institutions, and government departments. - Represent the finance function in strategic meetings and interdepartmental engagements.
- Collaborate with hospital directorates to ensure financial alignment with operational goals.
- People Management
Lead and supervise finance department staff. - Support staff development through training and performance reviews.
- Promote accountability, efficiency, and a culture of compliance within the finance team.
Qualifications, Experience and Competencies
- Bachelor’s degree in Accounting, Commerce (Accounting), or equivalent.
- Full professional accounting qualification (CIS, ACCA, or CIMA).
- A Master’s degree in Accounting, Business Administration, or related field is mandatory.
- A relevant postgraduate qualification is an added advantage.
Experience:
- Minimum of 2 years at Deputy Director level or equivalent, preferably within the health sector.
- Demonstrated experience in financial management, budgeting, and accounting.
- Experience with computerized accounting systems, especially Pastel and the Public Finance Management System (PFMS).
- Familiarity with audit processes and legal financial compliance.
- Competencies:

- High proficiency in financial reporting, risk management, and statutory compliance.
- Excellent interpersonal and communication skills.
- Results-oriented, assertive, and capable of engaging at all levels of the organization.
