Key Responsibilities

  • Overall in charge of the Town Planning and Land Management Department.
  • Preparing spatial planning frameworks to guide city development
  • Drive visionary urban renewal initiatives and inner-city regeneration projects to modernize certain spaces within the City.
  • Policy development and implementation
  • Representing the Department to Council and other stakeholders
  • Advising Council on spatial planning and land management issues.
  • Ensure statutory compliance with national and local government statutory frameworks across all Departmental operations.
  • Lead the processing, evaluation and enforcement of development applications, subdivision approvals and building permits.
  • Providing strategic direction for the Department
  • Prepare and manage the department’s capital and operational budgets.
  • Supervise and motivate departmental staff members.
  • Oversee the secure storage, digital migration and management of critical municipal spatial records including building plans, legal maps, cadastral datasets and maps
  • Prepare transport and transportation plans
  • Performs any other duty as may be assigned by the Town Clerk.

Requirements

  • 5 O Levels including English Language and or Mathematics
  • A Bachelor’s Degree in Rural and Urban Planning, Spatial Planning or an equivalent urban planning degree from a recognized university.
  • A relevant Master’s Degree or Higher is an added advantage.
  • Be a registered corporate or higher member of the Zimbabwe Institute of Rural and Urban Planners (ZIRUP)
  • Minimum of three (3) years progressive post qualification experience at middle or senior management level.
  • Valid Class 4 Driver’s Licence is a must
  • A citizen of Zimbabwe
  • Local Government experience is an added advantage
  • An excellent team builder with strong interpersonal and networking skills
  • Strong acumen in Town planning legislation
  • Knowledge of Advanced Spatial Policy Design
  • Possess a clean criminal record
  • A self-starter with exceptional innovative skills

  • A solid understanding of modern spatial tools
