VACANCY: 
Applications are invited from suitably qualified, and experienced persons to fill the above-position that has arisen in the organization. Applications should reach City of Mutare on or before 20th July, 2024.
The successful incumbent will report to the Town Clerk.

DUTIES AND RESPONSIBILITIES
The Director of Planning and Development is the Head of the Planning Department and shall be responsible for spatial planning of all land within the Municipality of Mutare.

STRATEGIC DEVELOPMENT AND PROGRAMME IMPLEMENTATION
⦁ Preparing and implementing the Town Planning Department’s Strategic Plan in line with the local authority’s strategic plan.
⦁ Preparing local and master plans
⦁ Managing the development and implementation of departmental goals, objectives, and priorities for each assigned service area.
⦁ Ensuring that the built-up areas are aesthetically pleasing, safe, pleasant to live in. work in and visit.
⦁ Proffering solutions on places that have been nin down and spearheading urban regeneration renewal programs in line with National imperatives (Call to Action blueprint etc.).
⦁ Conducting appropriate periodic research to inform planning applications/ practices.
⦁ Forward planning for residential, commercial and industrial development, zoning, site plans as well as coordinating with related departments.

POLICY DEVELOPMENT AND IMPLEMENTATION
⦁ Preparing, implementing and reviewing transport, policies and strategies to create an efficient transport network, livable settlements and sustainable smart cities.
⦁ Supporting housing and environmental management issues collaborating with other departments.
⦁ Enforcing spatial planning developmental controls within the local authority.

ADMIN IS TRAT1VE RESPONSIBILITIES
⦁ Assessing and monitoring work load, administrative and support systems, and internal reporting relationships; identifying opportunities for improvement; directing and implementing changes.
⦁ Representing the Department and management at Council levels.
⦁ Mentoring of departmental staff, performance appraisal and discipline of the same.
⦁ Develop departmental funding sources to support departmental activities and enforce for revenue collection from the same sources.

QUALIFICATIONS, EXPERIENCE AND AT I RIBLTES
The incumbent should possess;
⦁ A degree in Rural and Urban Planning or equivalent from a reputable university! recognised by ZiMCHE).
⦁ A relevant Master’s degree is a must
⦁ At least three years’ experience in a middle management position
⦁ Local government experience is an added advantage
⦁ Membership of the Zimbabwe Institute of Rural and Urban Planners (Z1RUP) or recognized Town Planning Institute is a must.
⦁ Clean class four driver’s license.
⦁ Strong leadership, analytical and organizational skills
⦁ Strong communication skills both oral and in writing
⦁ Knowledge of G1S. AutoCAD, and 3D Draughting softwares etc
⦁ Mature and at least 30 years old
⦁ A citizen of Zimbabw e
⦁ No criminal record
