Reporting to Deputy Auditor General Administration
Director of ICT will be responsible for providing strategic leadership and management for all ICT functions. This role is critical for ensuring that OAG’s ICT infrastructure is secure, reliable, and efficient. It will also enhance OAG’s efficiency, effectiveness, and ensuring robust security and efficiency of all ICT resources.

 

 

Key Responsibilities:

 

 

* Strategic Planning: Develop and implement the OAG’s ICT strategy, identifying emerging technologies, formulate ICT policies and procedures, and manage the ICT budget, ensuring alignment with the overall organizational goals.
* Policy and Development: Create and enforce ICT policies, ensuring compliance with relevant ICT laws and regulations.
* Advisory and ICT Services: Negotiate service level agreements, oversee information assurance and ICT security compliance, and provide technical guidance for ICT-related matters to the Auditor-General.
* Management of ICT Infrastructure: Oversee the maintenance and enhancement of all hardware, software, networks, and systems, ensuring their availability, security, and performance.
* Data Management and Security: Implement policies for data integrity, security, and confidentiality, and monitor compliance with them.
* Support for Audit Processes: Collaborate with audit teams to identify technology needs, develop tools, and provide technical support during audit work.
* Project Documentation and Technical Support: Lead the implementation of ICT projects and audit software, and provide ICT systems and audit ICT services with minimal supervision to the Director.
* Procurement: Oversee the procurement of ICT services and solutions, ensuring cost-effectiveness.
* Performance Management: Provide regular statutory leadership to the ICT department.
* Annual Work Plans, Budgets & Reporting: Prepare and manage the ICT budget, evaluate vendor contracts, and manage requests relating to ICT management.

 

 

Educational Requirements:

 

 

* Professional qualification in Information Security (e.g. CISM, CISSP, CRISC).
* Master’s Degree in ICT, Computer Science, or a Business-related discipline is an added advantage.

 

 

Job Experience:

 

 

* 5 years of experience in ICT, with at least 3 years at management level.
4. Legal Officer
Reporting to the Deputy Director Legal
This role is crucial for providing essential legal support and advisory services, ensuring the Audit Office operates within legal boundaries

 

 

Key Responsibilities:

 

 

* Legal Advice: Providing legal advice and opinions to the OAG and its staff, conducting crucial legal research, to inform decisions, and assisting staff for new legal frameworks and developments.
* Legal Frameworks: Drafting and reviewing contracts and Memoranda of Understanding (MOUs) for review by senior legal officers.
* Legal Compliance and Regulations: Support liaison with external legal counsel, court matters, follow up on the registration of legal documents, track contractual obligations, and participate in risk analysis and mitigation for legal and ethical compliance.

 

 

Educational Requirements:

 

* Bachelor’s Degree in Law (LLB).
* Practising Lawyer in practice, Social Science.
* Registered with the Zimbabwean Law Society.

* Minimum of 2 years of working experience in a legal capacity.
