Job Purpose

 

 

The position exists to manage the development, implementation, and review of air navigation services programs and standards, ensuring the safe, organized, and efficient use of airspace in Zimbabwe and beyond in accordance with the Civil Aviation Act and International Civil Aviation Organization (ICAO) Standards and Recommended Practices.

 

 

Duties and responsibilities

 

 

  • Manages effectively the development and implementation of communication, navigation and surveillance systems, standards and procedures to ensure a safe and efficient flow of air traffic.

  • Participates in the development of the vision, mission, and values of the Authority.

  • Formulates, implements, and evaluates Divisional Strategy.

  • Develops, implements, and evaluates Air Navigation Services overall strategies for (Airspace Management) in the safe management of the Zimbabwean airspace in compliance with the International Civil Aviation Organisation and National standards.

  • Provides effective direction, guidance, and supervision to a diverse team of professionals from three departments: Aeronautical Information Management & PANS-OPS, Air Traffic Services and Air Navigation Technical Services.

  • Implements performance-based management systems to ensure the department meets its targets, standards, and capacity requirements.

  • Develops and implements the Air Navigation Plan for the Authority in line with International Civil Aviation Organisation (ICAO) Global Air Navigation Plan (GANP).

  • Conducts project management for all divisional projects to ensure that project requirements/specifications are achieved within specified timeframes.

  • Conducts negotiations and contract management for all divisional contracts.

  • Manages the Zimbabwean airspace with the provision of Aeronautical Information Services and Air Traffic Services to ensure a safe, secure, regular, and efficient national Air Traffic Management system.

  • Manages performance reviews, the division staff resources to ensure that there is an adequate staff complement that meets the operating needs of the division.

  • Manages the provision of Search and Rescue (SAR) in Zimbabwe, the generation of draft agreements, and convenes the National Search and Rescue Council meetings with all national stakeholders.

  • Manages the implementation and adherence to the ISO 9001 Quality Management System within the division.

  • Manages Safety Management Systems that ensure airspace management is provided to high degrees of safety and regularity.

 

 

Qualifications and Experience

 

 

  • University degree in Electronics/Telecommunications/Engineering/Business Administration, or Aviation Management qualification from a reputable institution.

  • A relevant Master’s degree is an added advantage.

  • Project Management qualification is an added advantage.

  • The position requires at least ten (10) years relevant working experience, five (5) of which should be at a senior managerial level in the aviation industry.

  • Working knowledge of Airport Management, Air Traffic Management, Engineering covering CNS/ATM, AIM System AMH System.

 

 

Skills and Competences

 

 

  • Sound knowledge of relevant ICAO Standards and Recommended Practices, legislation, regulations, policies, procedures and practices.

  • Proven leadership and managerial ability.

  • Must have good ICT working knowledge.

  • Must have a good working relationship with other international and regional airports.

  • High level of vigilance and sensitivity to airport and national security issues.

  • Strategic thinker who can take initiatives.
