The Public Service Commission is inviting applications to fill the posts of 1 x Director, Migratory Pests and 1 x Deputy Director, Thematic Maps and Geographical Information Systems in the Ministry of Linds, Agriculture. Fisheries, Water and Rural Development.

JOB DESCRIPTION

REPORTSTO : Chief Director, Agricultural and Rural Development Advisory Services

DUTIES AND RESPONSIBILITIES

1. Superintend over the formulation, implementation and review of migratory pests and bio-security control policies, strategies and programmes in line with the Ministry’s strategic plan as well as national development aspirations.
2. Oversee the development and management of bio security systems to prevent the emergence and spread of invasive pests.
3. Promote collaborations with key stakeholders, including government agencies, industry groups, and international organizations in the development and promotion of policies and initiatives to curb the spread of migratory pests and strengtheningof bio security controls.
4. Facilitate research and development processes on best practices to keep abreast with migratory pests and bio security control operations.
5. Coordinate awareness campaigns on the impact of migratory pests on crop protection on various platforms.
6. Monitor and evaluate the impact of programmes and projects that control the spread of migratory pests and enhance bio security.
7. Provide technical input into the procurement of equipment/chemicals to mitigate against the spread of migratory pests.
8. Oversee the development of the budgets and funding strategies for migratory pests and bio security control and ensure transparency in its utilization.
9. Coordinate in-service training and professional staff development programmes in the Department.
10. Facilitate the development and maintenance of a database on the occurrence of migratory pests and bio security control programmes in the country.
11. Supervise, coach and counsel subordinates.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

• A Bachelor’s degree in Agriculture, Crop Sciences, Ecology, Biology or equivalent.
• A Master’s degree in the above field is an added advantage.
• At least eight (8) years relevant experience in crop protection,
• two (2) of which must beat Deputy Director Level or equivalent grade.
  • Knowledge in pest identification and management.
  • Ability to use Mapping tools (e.g Arcmap and Arcgis) is an added

  advantage.

  • Knowledge in drone use and operation.
  • An understanding ofthe Ministry’s policies and regulations
  • Communication and analytical skills.
  • Ability to work under pressure.
  • Ability to employ information communication technology in the design of migratory pests and bio security control policies, programmes and projects and related decision areas.
