Reporting to the General Manager, the successful candidate will manage all the financial aspects of the Authority, inter alia, financial planning, cost control and budgeting as well as providing corporate governance oversight. He will also provide strategic leadership and oversight of the organization’s financial and administrative functions by ensuring effective financial management, compliance, resource utilization, and efficient administration of stores, transport, registry, stores, and support services to achieve organizational goals and enhance operational performance.

Key Responsibilities

  • Contribute to the overall company strategy and policy making by advising the Board and the GM on the financial implications of their decisions.
  • Formulate, direct and execute finance support strategies.
  • Formulate and review financial plans and strategies in line with the NSSA business plan so as to work towards achieving the Authority’s vision.
  • Produce statutory reports for the Government on the financial performance of NSSA annually.
  • Provide timely, transparent, accurate and complete financial reports on the Authority’s operations.
  • Formulate the budget framework for NSSA in accordance with strategy determined by the Board.
  • Review the budget bids for each Division in line with NSSA’s vision, mission and strategic thrust.
  • Exercise overall control of all financial transactions and accountancy matters, including systems, corporate finance, managing company policies regarding capital requirements, debt, taxation, equity and acquisitions as appropriate.
  • Ensure that all accounting and reporting is accurate and in accordance with International Financial Reporting Standards.
  • Develop cost containment strategies for the Authority to enhance business profitability.
  • Introduce, review and monitor appropriate internal control procedures in order to ensure a sound internal control environment.
  • Implement policies and procedures that support a sound cost structure.
  • Develop and implement administrative policies that align stores, transport, and registry functions with organizational objectives.
  • Plan and allocate resources strategically to ensure efficient utilization of vehicles, supplies, and records management systems.
  • Strengthen accountability and risk management through proper inventory control, transport monitoring, and secure record keeping.

Requirements

  • A Bachelor of Accounting Degree or equivalent.
  • A recognised tertiary qualification such as a Chartered Accountant or similar is a must.
  • A postgraduate business qualification such as an MBA/MBL is an added advantage.
  • A minimum of 10 years’ corporate working experience, at least 5 of which should have been at executive level.
  • A technically sound individual, with character to match.
  • Excellent communication and presentation skills, both written and oral.
  • High levels of social, emotional and political maturity.
  • Highest levels of integrity, transparency and honesty.
  • Must command market credibility and exhibit levels of gravitas commensurate with the standing of the role.

About the Company

In Zimbabwe the National Social Security Authority (NSSA), constituted and established in terms of the NSSA Act of 1989, Chapter 17: 04 DOWNLOAD: NATIONAL SOCIAL SECURITY AUTHORITY ACT 17 04 (PDF 128.4 KB), is the statutory corporate body tasked by the Government to provide social security. The provision of social security can be defined as instituting public policy measures intended to protect an individual in life situations or conditions in which his/her livelihood and well being may be threatened, such as those engendered by sickness, workplace injuries, unemployment, invalidity, old age, retirement and death. It is based on the principle of social solidarity and pooling of resources and risks, involving drawing of savings from periods of employment, earnings and good health to provide for periods of unemployment, old age, invalidity and death. At the moment NSSA is administering two schemes: Pension and Other Benefits Scheme and Accident Prevention and Workers’ Compensation Scheme, although, in an endeavor to provide a more comprehensive social security package for the Zimbabwean society, groundwork for the introduction of more schemes is underway.
