NATIONAL EMPLOYMENT COUNCIL FOR WELFARE AND EDUCATIONAL INSTITUTIONS
Position: DESIGNATED AGENT
Main Purpose of the Job
The Designated Agent shall be certified and authorised by the Registrar of Labour, upon appointment by the NEC, to enforce observance of and compliance with the NEC Collective Bargaining Agreement (CBA) and Employment Code of Conduct (ECC). The incumbent will also redress labour relations disputes within the Welfare and Educational Institutions Industry.
Key Responsibilities
※ Conciliate and arbitrate labour disputes in accordance with the Labour Act.
※ Interpret labour legislation for stakeholders in the Welfare and Educational Institutions Industry.
※ Advise employers and employees on labour legislation.
※ Assist employers and employees in establishing Works Council Committees.
※ Conduct training sessions and labour briefings for members.
※ Carry out labour inspections on employment conditions within the Industry.
※ Facilitate the registration of new institutions that fall under the Welfare and Education scope of coverage.
※ Collect levies and subscriptions from members and follow up on defaulting members.
Qualifications
※ A Social Science degree or equivalent.
※ A diploma in Law and/or Conciliation and Arbitration will be an added advantage.
Experience
※ At least 5 years’ experience as a Labour Officer or Designated Agent.
※ Strong understanding of the Welfare and Educational Institutions Industry, labour law, and hands-on experience in conciliation, mediation, arbitration, and compilation of determinations.

※ Clean Class 4 driver’s licence.
