Job summary
The DMELO coordinates design, monitoring, evaluation and learning among different organizations and groups that participate in the Communities of Action (CoAs). She / he / they is able to facilitate adherence to the DMEL framework across the CoA. She / he / they brings good and positive energies, is able to facilitate the creation of a safe learning environment and is responsible for upholding Free To Be Me values and principles, and translating them into practice. The DMELO will ensure that the Community of Action and SRC are supported in their design, monitoring, evaluation and learning initiatives. This encompasses the development of DMEL plans, technical assistance and capacity strengthening to Free to Be Me programme team and consortia of partners and the Communities of Action. The DMEL’s performance will be measured on implementation of approved work plans and the quality of deliverables.
Key responsibilities
The Design of MEL tools and system
Assist in the development and / or finalization of the programme work plan and keep it updated in accordance with programme activities and timeframes as relevant; Develop the overall framework, for programme M&E, for example mid-term programme review, impact assessment, final evaluation, develop programme Performance Monitoring Plan with relevant data collection systems; With collaboration of partners, review existing approaches and management information systems and agree on any required changes, support and resources; Design and support learning on central learning questions for the programme; Develop a plan for programme-related capacity-building on MEL and for any computer based support that may be required.
Implementation of M&E and coordination
Collect data on a regular basis to measure achievement against the performance indicators; Check data quality with partners; Maintain and administer the M&E database; analyse and aggregate findings; Support programme progress reporting, project mid-term review and final evaluation; Identify lessons learned and develop case studies to capture qualitative outputs of the programme; Provide advice to the supervisor on improving programme performance using M&E findings; Attend stakeholder meetings and provide organizational programme updates and data; Support research and documentation exercises; Develop M & E tools for programs team; Produce reports on M&E findings and prepare presentations based on M&E data as required; Provide the Manager with management information she / he / they may require; Check that monitoring data are discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
Qualifications And Experience
Requirements
Has experience using the outcome harvesting approach and the ability to guide project staff on basic DMEL concepts and skills; Strong assessment, evaluation, analysis and strategic planning skills; Has experience and a passion for working with the LGBTIQ+ community; Believes in SRC values, and is accountable to them; Is keen on ensuring ownership by local, young, rightsholder-led, organizations, and in finding innovative and creative solutions to realize goals; Preferably is a young person, and preferably identifies as part of one of the rightsholder groups; Is able to establish productive and innovative collaborations, including between
organizations, groups and persons that maybe do not always work together; Is a good communicator, with strong inter-personal skills, and natural empathy; Is self-aware and possess a comfort with their own identity and a diverse range of other identities, such as sexual and gender identities; Is committed, able to build others trust and keep confidence, and takes responsibility for personal performance; Flexible attitude, creative, innovative, sense of humour; Relevant degree or comparable work experience, and academic level of working and thinking; Minimum 3 years’ experience in a similar or related position; Experience with or an appetite for working in international teams; Lived experience as a part of one or more of the rightsholder groups is an asset; Full professional proficiency in English.
