Our client , a well established organisation operating within a highly regulated and capital-intensive environment with significant strategic impact on the economy, is seeking to appoint an accomplished and commercially astute executive to the position of Deputy General Manager – Finance , ICT and and Administration.

Reporting to the General Manager (Chief Executive Officer), the successful candidate will serve as a key member of the Executive Management Team, providing strategic leadership and enterprise-wide oversight across the Finance, Information and Communication Technology (ICT), Human Resources (HR) and Administration portfolios.

The incumbent will provide executive oversight to multiple corporate functions led by experienced senior departmental managers, ensuring alignment with the organisation’s strategic mandate. The role will drive financial sustainability, strengthen governance, enhance operational effectiveness, lead transformation initiatives and provide strategic insights to support executive and Board decision-making. This senior leadership role requires an individual with significant corporate management experience, executive maturity and the ability to operate effectively within a complex, regulated and stakeholder-driven environment.

Key Responsibilities

  • Providing strategic leadership and executive oversight to the Finance, ICT, HR and Administration functions in support of the organisation’s strategic objectives and statutory mandate.
  • Developing and implementing corporate strategies that enhance sustainability, governance, operational efficiency and long-term value creation.
  • Providing oversight of financial management, treasury operations, budgeting, investment management, capital planning, cash flow optimisation and statutory reporting.
  • Leading corporate governance, enterprise risk management, internal controls and regulatory compliance frameworks.
  • Driving organisational performance through effective performance management, strategic monitoring and Integrated Results-Based Management (IRBM) systems.
  • Providing oversight of ICT governance, digital transformation, cybersecurity, business continuity and enterprise information systems.
  • Leading human capital strategies covering organisational development, talent management, succession planning, employee relations and performance management.
  • Providing strategic oversight of administration and corporate support services.
  • Advising the General Manager, Board and Board Committees on financial, commercial, governance and organisational performance matters.
  • Building strategic relationships with Government, regulators, industry stakeholders, financial institutions and other key partners.
  • Leading, coaching and developing multidisciplinary management teams to achieve high performance and organisational effectiveness.
  • Ensuring compliance with applicable legislation, accounting standards, governance principles and regulatory requirements.
  • Undertaking any other executive responsibilities as assigned by the General Manager.

Requirements

  • A Bachelor’s Degree in Accounting, or a related discipline, together with a full professional qualification such as CA(Z), ACCA, or equivalent.
  • A Master’s Degree in Business Administration, Strategic Management, Finance, Economics or a related discipline.
  • At least 10 years’ progressive management experience in a large corporate, regulated or capital-intensive environment, including a minimum of three (3) years at Executive Management level with responsibility for multiple corporate functions.
  • Demonstrated executive leadership experience across Finance, ICT, HR, Administration and Corporate Services, preferably within complex organisations.
  • Proven experience in Board and executive engagement, including providing strategic advice on finance, governance, risk, organisational performance and sustainability.
  • Strong expertise in financial strategy, treasury management, investment oversight, budgeting, capital planning, performance optimisation and financial sustainability.
  • Demonstrated capability in business transformation, organisational restructuring, digital transformation and continuous improvement initiatives.
  • Sound knowledge of corporate governance, enterprise risk management, internal controls, regulatory compliance, ICT governance and ERP-enabled business solutions.
  • Proven ability to lead multidisciplinary senior management teams, build high-performance cultures and translate strategy into measurable organisational outcomes.
  • A commercially astute leader with impeccable integrity and exceptional stakeholder management skills, capable of operating credibly at Board, executive, and industry levels to inspire confidence across regulators, partners, and employees.
