he Public Service Commission is inviting applications to fill the posts of 1 x Director, Migratory Pests and 1 x Deputy Director, Thematic Maps and Geographical Information Systems in the Ministry of Linds, Agriculture. Fisheries, Water and Rural Development.

DUTIES AND RESPONSIBILITIES

1. Contribute to the formulation and review of Policies and Regulations for the development of Thematic Maps and Geographical Information Systems (G1S).
2. Participate in the management of International boundary reaffirmation exercises and represent the Government in transboundary spatial data infrastructure.
3. Develop frameworks to ensure adherence to the Land Survey legislation and consistent thematic mapping practice.
4. Facilitate connectivity and collaboration with relevant telecommunications and on screen programming (OSP) engineering service providers.
5. Coordinate the development of the scientific/ mathematical and computer aided models for analysing spatial locations and the development of thematic maps.
6. Coordinate the provision of technical support to relevant stakeholders in the assembling, integration and display of spatial data in Thematic Maps.
7. Participate in the development of collaborative partnerships with Line Ministries, Government Departments, Non-State entities and other relevant stakeholders in the analysis of spatial locations and the development of thematic maps.
8. Contribute to the development of the budget and funding mechanism for the development of Thematic Maps and Geographical Information Systems (GIS).
9. Provide technical input into the procurement of tools, equipment, materials and services for the development of Thematic Maps and Geographical Information Systems (GIS)
10. Manage the national Thematic Mapping and Geographical Information Systems (GIS) database and facilitate the availability of information on National spatial locations.
11. Supervise, coach and counsel subordinates.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

• A Bachelors’ degree in Land Surveying or its equivalent with a bias towards GIS
• A relevant Master’s degree is an added advantage.
• A Survey Mapping Licence or similar Professional Accreditation Certificate is a distinct advantage.
• A minimum of six (6) years relevant experience in Thematic Mapping and the development, deployment and use of Geographical Information Systems (GIS).
• Ability to work with telecommunication providers, OSP and Network Engineers, CAD Specialists and contractors at various levels.
• Team player.
• Research, analytical and report writing skills.
• Ability to employ information communication technology in the Thematic Mapping and the development, deployment and use of Geographical Information Systems (GIS).
