JOB DESCRIPTION

Applications are invited from suitably qualified persons with relevant experience to fill the post of Deputy Director Engineering Services. The post requires an experienced, hardworking and competent person with the under mentioned qualifications:

GRADE: 15
REPORTS TO: DIRECTOR ENGINEERING SERVICES

QUALIFICATIONS AND EXPERIENCE

• A Degree in Civil Engineering from a recognized University.
• Membership of an appropriate engineering professional institute would be an added advantage.
• Possession of a management or administration qualification is an added advantage.
• At least seven years post qualification experience, two of which should be at senior level.
• Be in possession of a clean class 4 driver’s licence.

RESPONSIBILITIES/ DUTIES

ADMINISTRATIVE

• Attend meetings of Council and its committees.
• Advise Council through the appropriate committees in aspects of Municipal engineering and relevant technical issues
• Supervision of Technicians heading the following sections in the Engineering Department; Water and Wastewater, Roads Construction and Maintenance, Building Construction and Maintenance, Fire and Rescue Services, Town Planning Services, Survey, Municipal Workshop and Building Inspectorate
• Compiling the Engineering Department monthly reports for submission to the Town Clerk and Management
• Compiling and presentation of technical reports to the Public Works and Planning Committee
• Implementing Council resolutions pertaining to the Department.
• Attend to industrial relations issues within the organisation.
• Strategic planning and team building.

TECHNICAL

• Design and construction supervision of water, Wastewater and road infrastructure in the City
• Oversee the abstraction, treatment, storage and distribution of water in the City
• Analysis of water quality results and advising on chemical dosing
• Maintenance scheduling and supervision of critical maintenance works at the Water Treatment Works and in the reticulation
• Oversee the collection, pumping and treatment of waste water in the City
• Analysis of Wastewater quality results and advising on adjustments to the treatment processes
• Maintenance scheduling and supervision of critical maintenance works at the WasteWater Treatment Works and in the reticulation
• Planand supervise road construction and maintenance works in the City in liaison with ZINARA
• Ensure that the fire and rescue fleet is well maintained and that the section is adequately staffed
• Ensure that Council plant, equipment and vehicles are well maintained including handling accident reports
• Perform any other duties as may be assigned by the Director Engineering Services.
