Diakonia has retained the services of Headhunters International to short-list suitable candidates to fill the position of Country Director for the Zimbabwe Country Office. OVERALL PURPOSE OF THE JOB
The purpose of the job is to provide effective leadership in planning, resource mobilization, formulating and implementing the operations of the country office work-plan and budget, grant management, including overall financial and human resources management. Approve payments and monitor expenditures as well as provide technical and management oversight on programme activities implemented by partner organizations, ensure accurate monitoring and evaluation of programme activities as well as provide technical support and capacity building in compliance with funding and reporting requirements. Serve as the Diakonia representative in the country.
POSITION CONTENT SUMMARY
The ideal candidate must demonstrate proven experience and competences in carrying out the following specific duties:
- Provides strategic direction through formulation and implementation of strategic programme activities.
- Manages the utilisation of both financial and human resources.
- Represents the Zimbabwe Country Office by engaging with partners, donors, government, civil society and other key stakeholders as well as promoting the image of Diakonia
- Ensures the integration of Diakonia’s core values and approaches (human rights based approach and feminist principles) in Zimbabwe Country programmes and projects.
- Prepares the Zimbabwe Country Office annual operational plans and programme budgets.
- Provides leadership in proposal writing and stewardship in mobilization of strategic resources.
- Facilitates in the identification, assessment and organizational capacity building of Diakonia partners.
- Provides technical advice in the preparation of partner organizations’ funding agreements.
- Provides input in the preparation of programme guidelines and manuals to guide partner organizations.
- Reviews reports on grants to ensure compliance with policy guidelines and donor requirements.
- Facilitates training workshops, supervises and monitors implementation of partner projects.
- Provides input for the annual audits, follows ups on audit recommendations and ensures timely submission of the audit reports.
- Prepares grant/project close out and exit strategy reports.
- Ensures appropriate institutional mechanisms for sustainability after project completion, including the implementation of a risk management strategy.
- Manages the day-to-day work of country office staff and their performance through professional development, motivation and team retention.
- Monitors consultants contracted to produce particular pieces of research and analysis.
MINIMUM HIRING STANDARDS
The ideal candidate must possess the following minimum qualifications and competences to be considered for the job:
- Master’s degree in Development Studies, Public Policy and Administration, International Relations, Sociology, Human Rights, Peace and Governance or related fields.
- Qualification in Project Management/ Monitoring and Evaluation is a must.
- At least seven (7) years working experience in the NGO sector of which 3 must beat senior managerial position with experience in Finance and Human Resources.
- Good knowledge of national/official languages of Zimbabwe.
