Background
The Government of Zimbabwe has received funding from the World Bank-Global Financing Facility to implement the Zimbabwe Health Sector Development Support Project (HSDSP) Additional Financing V. The objective of the programme is to sustain coverage and improve the quality of an integrated package of Reproductive, Maternal, Newborn, Child and Adolescent Health Plus Nutrition (RMNCAH-N) services, as well as strengthen COVID-19 response and institutional capacity to manage performance-based contracts consistent with the Recipients’ ongoing health initiatives. Cordaid is the Programme Implementing Entity.
The quality component of RBF has been assessed using a structured quality supportive supervision (QSS) checklist at clinic and district hospital level. The QSS has been administered by Provincial health Executive (PHE) and District Health Executive (DHE) members at district hospital and health centre level, respectively. The quality scores from the QSS contribute to 80% of the overall quality score. Overall quality scores contribute to 50% and 60% of the quarterly subsidies paid to health centers and district hospitals, respectively since the 2017 revised PIM came into effect. The current QSS has been in use since Q4 2016 and has been revised twice through HSDSP support. The revision is necessary to incorporate new developments in the health sector and lessons learnt from implementation given the importance of the quality component to the RBF program. Now that there is a Health Strategy 2021-2025 and new information from the lessons learnt from implementation including the COVID-19 pandemic there is scope for another revision of the QSS. In view of this, Cordaid would like to engage a local consultant to support MoHCC in revising the current QSS.In addition, through HSDSP AFV, a quality RMNCH-N focused RBF will be piloted at selected central and provincial hospitals. To assess the quality of services in these pilot facilities objectively and incentivize them accordingly, there is a need to develop a quality supportive supervision checklist. In view of this, Cordaid would like to engage one local consultant to support MoHCC in reviewing the current QSS and developing the QSS for the quality focused RBF initiative.
Duration of Contract:
The contract will be for a maximum of 45 working days.
Duties And Responsibilities
• Conduct desk review of documents and reports
• Identify key informants in consultation with Quality Assurance and Patient Safety Department, Family Health Directorate and QA and QI TWG
• Develop interview guide to interview key informants
• Conduct interviews and focus group discussions with key informants at National, Province, Dis-trict and Facility level
• Review the Current QSS for Clinics and District Hospitals
• Develop QSS for Provincial and Central Hospitals
• Present the draft documents to QA and QI TWG for comments
• Pretest the final draft QSS
• Finalize the draft documents based on the feedback from QA and QI TWG members and pretest
• Submit the final draft documents to MoHCC and the World Bank for approval

Qualifications And Experience
• First degree in Medicine or in Nursing or Pharmacy or Laboratory with Master’s in Public Health or a postgraduate degree or speciality in obstetrics and gynaecology and/or paediatrics.
• Sound understanding of RBF would be a plus.
• At least 5 years of experience at tertiary and quaternary levels of the health care system.
• Proven experience of developing quality checklists or similar quality tools in the past 5 years.
• Registered with Medical/Nursing/Pharmacy/ Laboratory Council.
• Excellent communication skills and command of English
