Job Summary
- INTRODUCTION
Ntengwe for Community Development intends to undertake a Baseline Survey for the Community Led Sustainable Livelihoods project to be implemented in three wards of Hwange District from April 2022 to March 2023. Zimbabwe in general, and districts like Hwange in particular, have been reeling from the combined effects of the Covid-19 pandemic, economic challenges and climate change which have all resulted in the decimation of the livelihoods of grassroots women/women smallholder farmers, who produce up to 80 percent of the Hwange regions basic foodstuffs. While these effects are felt across populations, women are disproportionately more affected than men. They commonly face higher risks and greater burdens from these impacts due to inequality, additional burdens, such as family caring responsibilities and frequent and longer journeys to obtain food and water, which makes them vulnerable to gender-based violence. In addition, they are also marginalised and excluded from participating in government services and decision making and policy processes that affect their lives.
The ZimVAC Rural Livelihood Assessment Report (2021) shows that 82% of households in Hwange reported COVID-19 as a major shock, the highest proportion in Zimbabwe along with Mwenezi (68%) and Marondera (55%). The nature of the border location of Hwange District means many men travel out of the area for employment. The population, therefore, has a higher percentage of vulnerable and economically inactive households with more women and children, the elderly, and youths. According to the Agricultural Policy Research in Africa (2021), the complex dynamics triggered by the COVID-19 pandemic and associated lockdown measures have resulted in disruptions in food systems, including to input supply chains (seeds, fertilisers, veterinary drugs, agro-chemicals) and produce markets. The pandemic has also compounded challenges in accessing critical services such as tillage, agricultural extension and hired labour. There has also been a rise in the cost of agricultural inputs, grains, and other consumables. Loss of income from households’ enterprises, limited off-farm employment and a general rise in the cost of living have all combined to worsen the situation for small holder farmers.
It is against this background that Ntengwe for Community Development intends to implement the Community-Led Sustainable Livelihoods project to directly build the capacity of 10,500 women small holder farmers in Hwange District, Zimbabwe, who have been impacted economically by COVID-19. The research findings from the baseline survey will be used for multiple purposes including generating a Monitoring, Evaluation and Learning Framework and project indicators, informing evidence-based advocacy on environmental laws concerning mining in residential areas, national and international frameworks and policies – localization and implementation of anti- pollution policies as well as informing the project end line survey.
- BACKGROUND INFORMATION
Ntengwe for Community Development will be implementing a project, Community-Led Sustainable Livelihoods in Tshange, Chilanga and Nekatambe wards of Hwange district from April 2022 to March 2023. The project is responding to the negative economic impacts of Covid-19 on women farmers, the traditional exclusion of women from local and national decision-making process that affects their lives and the negative practices of mining companies, in and around rural communities in Hwange district. The Community-Led Sustainable Livelihoods project will strengthen women farmers’ resilience and develop their livelihoods through adaptive and recovery strategies, while also increasing resilience to the impact of climate change. It will also support 10 existing Self Help Groups cooperatives (1,000 women farmers) to develop grassroots leadership to build their advocacy skills to increase their voice in decision making processes. The project will indirectly reach 40,000 household members. COVID-19 awareness and mitigation measures will also be promoted to reach these 40,000 household members. The project will have the following outcomes and targets:
Project outcome 1: Increased access to sustainable livelihood opportunities for 10,500 women through climate resilient farming and increasing sustainable natural resource management and environmental rehabilitation to protect developed livelihoods; (and indirectly reaching 40,000 household members). The project will work mainly with the Agricultural Extension Department and partners from the Midlands State University Department of Agronomy.
Targets:
v 10,500 women farmers will be supported to make their livelihoods more sustainable and to adapt to the impact of climate change.
v 1,000 women out of the project will be provided with solar lights (Pico Solar). The allocation will be carried out according to criteria to be agreed with the local community management committees but is likely to include the ultra-poor.
Project outcome 2: Increased engagement between grassroots communities (1,000 women/10 Self Help Group co-ops) and policy makers to influence policies and frameworks on issues that impact on the communities such as fair trade, gender equality, inclusion and climate change.
Targets:
v 1,000 women who are members of cooperatives will be engaged through dialogue with policy makers and leaders in Hwange.
v 10 existing cooperatives will be supported by the project
Project outcome 3: Increased awareness on COVID-19 prevention and mitigation measures reaching 40,000 people.
Targets:
v 20 health care professionals from the local health facility and referral center will be engaged to support awareness raising and to support in countering misinformation on COVID-19.
v 40,000 household members will benefit from COVID-19 Covid awareness and mitigation measures. - Purpose of the Baseline Survey
To undertake a ‘”Baseline Survey” whose findings for multiple purposes including generating a Monitoring, Evaluation and Learning Framework and project indicators, informing evidence-based advocacy on environmental laws concerning mining in residential areas, national and international frameworks and policies – localization and implementation of anti- pollution policies as well as informing the project end line survey. .
Duties And Responsibilities
- EXPECTED OUTPUTS/ DELIVERABLES FROM THE CONSULTANT
1. Inception Report detailing the introduction/abstract (statement of the problem selected for investigation), research design, methodology, sampling techniques, tools, data analysis methods, work plan and budget. Due within 4 days after signing the contract.
2. Draft Research Report and presentation of preliminary findings to Ntengwe for Community Development. Due within 2 weeks after approval of the inception report.
3. Final Research Report: Within 4 days after presentation of draft report. The raw data, (both qualitative and quantitative, including original field notes for in-depth interviews and focus group discussions, as well as recorded audio material), and data collection tools used in the research should be submitted together with the report. The report should have concise information unpacking the problem understudy, findings and recommendations. A simple inventory of material handed over (if any) will be part of the record. Ntengwe for Community Development will retain sole ownership of all final data and any findings shall only be shared or reproduced with the permission of Christian Aid.
4. Draft Monitoring, Evaluation and Learning Framework – Within 4 days after submission of the final research report. The consultant shall compile a draft MEL framework with quantitative and qualitative indicators across project outcomes to be shared with the project team, funding partner, all collaborating stakeholders and project communities.
5. The consultant will be responsible for guiding the entire research process and all other specific responsibilities as he or she may require delivering the assignment - Research Management and Roles
5.1. Management of the Consultancy work.
The Programmes Coordinator for Ntengwe for Community Development is the designated task manager for this process to ensure that the consultancy terms of reference are fully satisfied. He will be the contact person for the consultant who in-turn will report to him. The Programmes Coordinator will also oversee the development of the study report as reported by the Project Officer, and share with the Director. The Project Officer and Administration Manager will provide support and oversight to the consultant(s) for the data collection in the field. The Director, for the purpose of documentation/publications will provide her expertise to capture photographic evidence on community engagement during research.
5.2. Operational Issues.
– Ntengwe for Community Development and stakeholders will support the consultant (if needed) in organising respondents;
– Ntengwe for Community Development will provide such necessary resources required for the successful execution of the assignment. - Timeline of the Research
The assignment is expected to take a maximum of 4 weeks, which includes desk-review, preparation, and data collection, analysis and report writing. The Consultant will use this guide to submit a concise time line. - Baseline survey costs Payment Schedule
The consultant(s) shall provide a working of their consultancy fees in USD. Ntengwe for Community Development will directly meet the agreed costs in the contract. A deduction of withholding 30% tax will apply if a tax clearance certificate is not availed.
Qualifications And Experience
- Profile of the Consultancy Team
The lead consultant is expected to hold the following qualifications to be eligible for this position:
• A recognised post graduate university degree in any Social Sciences including Public Health, Social studies, Economics, Policy Studies Gender studies or any relevant qualification (at a minimum of master’s level).
• Sound knowledge of major development issues (national, regional and international – global political economy), especially related to public health, Climate change, mining and community conflicts, COVID-19, gender and social inclusion, safeguarding and protection.
• At least 5 years of consultancy experience in economic governance, social and economic justice, health, gender and social inclusion and power relations;
• Extensive experience in research design, mixed methodologies, data collection, analysis, reporting and presentation;
• Expertise in MEL design and compilation of quantitative and qualitative indicators for measuring project impact;
• Knowledgeable about Research ethics considerations (especially in the context of COVID-19) as well as data protection;
• Similar work in the last 3 years (to provide a summary of your past work in your CV as well as referees of at least 3 organisations you consulted for and their contacts);
• A demonstrated high level of professionalism, with the entire research team being culturally sensitive;
• Excellent analytical, writing and synthesis skills and evidence of high-quality reporting;
• Strong interpersonal and communication and writing skills in English, Nambya and Tonga.
