About
Welthungerhilfe is one of the largest German non-governmental Organisations in development co-operation and emergency relief. Primarily in cooperation with local partner Organisations, our task is to contribute to the improvement in nutritional and income base for the low-income populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe since 1980. Sector focus is on WASH, Food and Nutrition Security, Livelihoods and when necessary, Emergency response.
As one of WHH’s sector Focus – WASH, WHH is implementing a project in Chimanimani. Chimanimani District was hit by Cyclone Idai which originated from a tropical depression that formed off the eastern coast of Mozambique on 14 March 2019. The combination of high winds and heavy rain in the eastern caused riverine and flash flooding, as well as landslides, causing devastating and significant damage to humans, animals and to the environment. This resulted in loss of life, injury and displacements. The cyclone caused the destruction of infrastructure including water and sanitation facilities leading to an increased risk of disease outbreaks such as diarrhoea, typhoid and cholera.
With support from ZIRP, UNICEF and WHH are supporting WASH activities in Chimanimani district and the interventions include but not limited to restoration of boreholes, piped water schemes, protection of springs, and other ancillary infrastructure using build back better principles where appropriate. In addition, the project is also rehabilitating sanitation infrastructure in schools and health facilities. Several trainings and Health and hygiene education are key components of the software activities. When the cyclone hit, Chimanimani District was already facing multiple challenges that include protracted drought, and a hyper inflationary macroeconomic environment. The situation is affecting household economies, with disproportionate impacts on the poorest and most vulnerable individuals, inclusive of women, girls, men and boys, those living with disability and those affected by different physical, social and psychological conditions. Position summary
Welthungerhilfe is seeking a consultant to facilitate the development of a District WASH strategy and action plan for Chimanimani Rural District. Welthungerhilfe (German Agro Action) PVO 21/2003 will engage a consultant to support Chimanimani District to come up with a WASH Strategy as part of the implementation of the ZIRP project.

Purpose of assignment
The main purpose of this assignment is to facilitate the development of a District WASH strategy and action plan for Chimanimani Rural District.
Objectives and scope of assignment
To conduct a desk review of relevant project documents inclusive of but not limited to, ZIRP project documents, District WASH profile, National WASH strategy, RDC strategic 5 year plans, District CPU plans and RDDC plans; Carry out consultations with Government and all other District stakeholders including other developmental partners in the district; Carry out consultations with private sector, local leadership and WASH beneficiaries; Develop a practical WASH strategy with an implementable action plan.
The Strategic Directions for The Development Of The WASH Strategy WASH Interventions
Should address safe drinking water for all communities adopting a risk management-based approach for safe water, commonly known as Water Safety Plan (WSP) in all water supply programs; Undertake specific approaches for hard to reach areas and vulnerable people using different approaches considering the local infrastructure, cultural values and socioeconomic status; Identify ways to move ahead on the sanitation ladder to ensure ODF communities considering local values and cultural practices in sanitation improvement and how to address adequate public toilet facilities at places where people congregate, such as bus stations, marketplaces and shopping centres; Should address managing solid waste judiciously in urban and rural settings; Guide on ways for improving hygiene promotion exploring new approaches for hygiene promotion that are effective in translating people’s knowledge into practice; Ensuring due attention to cross cutting priorities (gender, social inclusion, building back better); Facilitating private sector participation.
Emerging Challenges: To include adopting integrated water resource management; Coping with disasters, adapting to climate change and safeguarding the environment; Institutionalizing any research and development work; How to improve on sustainability of all WASH services and infrastructure.
Governance: Undertaking integrated and accountable development approach to WASH activities 15: Community participation in infrastructure maintenance (contribution) while keeping a safety net for the poor; Enhancing coordination and monitoring of all WASH services.
Expected deliverables
Desk study of WASH situation in the district; Discussion meeting with DWSCC and other stakeholders to gather information and participate in development of the strategy; Presentation Draft strategy to Chimanimani RDC, DWSCC, Manicaland PWSCC, WHH, UNICEF; Key deliverables: Data sets, Draft WASH Strategy, Final WASH strategy and any other material collected for the purposes of the exercise; The rights to publish the results will remain with the Chimanimani RDC, WHH and UNICEF; All the works expected to be completed in 20 Working days.

Composition, skills and experience of the consultant
The Consultant should have appropriate qualification and experience in WASH /Public Health or any related qualification and experience of having carried similar or related scope of works.
Application requirements
The consultant is expected to send his/her application, showing his/her capabilities in carrying out the required activities within the stipulated time frame. In this response the following should be clearly stated: Application write up not more than 2 pages; At least attach past experiences of similar consultancies or works with possible references; Daily rate inclusive of all per diems; Transport charges per kilometre (Wet rate/ Dry rate); Total Number days required to complete the assignment; Clearly written work plan.
