Key Responsibilities
- Conduct a comprehensive review of relevant budget, policy, legislative, financial and programme documents.
- Attend national 2027 budget consultation processes convened by the Ministry of Finance, Economic Development and Investment Promotion and Parliament.
- Conduct key informant interviews and consultations with relevant ministries, departments, funds, parliamentary committees, education institutions, development partners and civil society.
- Undertake quantitative analysis of five-year allocation, disbursement and expenditure data.
- Apply gender-responsive budgeting tools.
- Present findings using clear visual aids such as charts, graphs and, where useful, maps.
- Validate preliminary findings and draft recommendations with ECOZI and key stakeholders.
Requirements
- An advanced university degree, Master’s or higher, in Economics, Public Finance, Public Policy, Governance, Fiscal Reform, Development Studies or another directly relevant field.
- At least seven years of relevant professional experience in Public Finance Management, national or sectoral budget analysis, or public expenditure review.
- Proven experience conducting similar national budget analyses, preferably with an education sector focus in Zimbabwe or comparable Southern African countries.
- Working knowledge of Programme Based Budgeting in Zimbabwe.
- Ability to interpret budget estimates, Treasury releases and Auditor General reports.
- Familiarity with Zimbabwe’s technical and vocational education and training system, Zimbabwe Manpower Development Fund and BEAM.
- Strong understanding of Zimbabwe’s education policy and legal framework.
- Understanding of safeguarding, gender-based violence prevention and anti-sexual harassment financing.
- Familiarity with international and regional education financing benchmarks and commitments.
