Job Summary
National Training of Trainers on Social Accountability for Strengthening the role of the church in promoting inclusive civic participation to promote transparency and accountability in the devolution processes program.

Trócaire is seeking the services of a consultant(s) to facilitate a training the trainers’ workshop on social accountability and develop a social accountability training manual for the ZHOCD partners. The purpose of the training will be to strengthen the capacity of the ZHCDO on social accountability to ensure the delivery of quality work in the implementation of the project. The training will ensure that partners are able to share skills with communities on community-led monitoring of the project’s goals. The consultant should demonstrate expertise and experience in conducting social accountability training and be able to strengthen partners’ capacity on relevant components of social accountability such CMA and facilitation of multi-sectoral gender-sensitive, youth-friendly and PWD-sensitive citizen-duty bearer dialogue platforms on implementation of devolution and service delivery. The consultant will be required to complete the training, report, and develop a training manual within working 14 days.

1. Brief Overview of the Programme Context
BACKGROUND
Trócaire with support from the European Commission in Zimbabwe is leading a Consortium of the Zimbabwe Heads of Christian Denominations (ZHOCD) on a 3-year project entitled ‘Strengthening role of the church in promoting inclusive civic participation to promote accountability and transparency within devolution processes’ in Midlands, Manicaland, Masvingo and Matabeleland North Provinces’.

The ZHOCD comprises of Zimbabwe Council of Churches (ZCC), Zimbabwe Catholic Bishops’ Conference (ZCBC) [represented in this action by its development wing, the Catholic Commission for Justice and Peace – CCJP], Evangelical Fellowship of Zimbabwe (EFZ) and Union for Development of Apostolic Churches in Zimbabwe (UDACIZA). ZHOCD acts as a central unifying structure bringing together the Christian church around common themes and objectives.

The project ‘Strengthening the role of the church in promoting civic participation to promote transparency and social cohesion in Matabeleland North, Midlands, Manicaland and Masvingo Provinces’ envisions strengthening the church capacity at the community, district and provincial levels to contribute to the Devolution and Decentralisation Framework, which has the objective to empower communities to manage their own affairs through participatory and inclusive governance. Therefore, the project aims to strengthen the church capacity to convene and facilitate safe spaces for fostering community cohesion and constructive, mutually beneficial engagement between communities and duty bearers, as well as informing ZHOCD engagement and evidence-based advocacy at the national level promoting good governance, accountability, transparency and social cohesion.
Project Objective
The Overall Objective of the action is to improve transparency, accountability, and inclusive civic participation in the implementation of the Government of Zimbabwe’s devolution and decentralisation framework in Midlands, Manicaland, Matabeleland North, and Masvingo Provinces, which should lead to improved social service delivery and inclusive local development.

Specific Objectives of the Project
SO1: Enhanced capacity of ZHOCD partners, women, youth and PWD, to monitor implementation of the devolution process.
SO2: ZHOCD partners, women, youth, PWDs undertake joint action for improved accountability and transparency at district, provincial and national levels.
Geographic Coverage of the Project.
The project is implemented in 4 provinces – Midlands, Masvingo, Matabeleland North and Manicaland covering 7 districts and 19 wards. The proposed intervention will build on the current devolution project which has laid a foundation for the implementation of social accountability initiatives.

Rationale: The social accountability training will unpack the social accountability methodology including Citizen Monitoring and Advocacy (CMA), social accountability tools that can be used at provincial, district, and community levels. The training will also seek to explore the use of digital solutions in promoting social accountability in the areas of operation. The consultancy also seeks to facilitate the development of a social accountability manual that will be used by all ZHOCD partners during downstream training.

• To unpack the concept of social accountability and CMA to the ZHOCD partners.
• To identify issues of focus for social accountability through out the project implementation period.
• To introduce various social accountability tools to the ZHOCD partners who will turn explore these with communities in the social accountability process.
• To strengthening the capacity of the discuss and capacitate partners towards the use of digital solutions in social accountability.
• To obtain input from ZHOCD on the development of the social accountability training manual for down streaming training at provincial and district levels.
4. Expected Outputs
• Social Accountability training for the ZHCDO partners
• Social Accountability training report
• Social Accountability training manual for ZHOCD partners.

Qualifications And Experience
5. Qualifications and Experience: The consultant is expected to possess the following:
The consultant should have:
• Relevant academic qualifications include, a minimum of a master’s degree and proven experience (5 years) in facilitating training of similar nature.
• Knowledge of social accountability, Citizen Monitoring and Advocacy (CMA) and good understanding of the Zimbabwean Devolution Framework (2019) and constitutional provisions on devolution.
6. Management and support
The consultant will work closely with the Human Rights programme advisor who will be the focal person.
