Development of a Safeguarding Policy for the Ministry Of Public Service Labour and Social Welfare

As part of our programming work in Zimbabwe, PIZ seeks the services of a consultant to develop a Safeguarding policy for the Ministry of Public Service Labour and Social Welfare.
Background to the consultancy
Abuse and exploitation of children continues to be a global problem with serious lifelong consequences for children. An emerging risk in the recent past has been that of intentional and unintentional abuse and exploitation of vulnerable children by the institutions that are expected to facilitate protection (for example through staff, volunteers in the communities etc.). Notwithstanding that there is limited data on such abuse in Zimbabwe, it has highlighted an emerging risk which the Ministry of Public Service, Labour and Social Welfare needs to manage through strengthening current preventative and response measures of regulating conduct of its staff and volunteers as they interact with children and deliver their duties on child protection. Conduct of the Ministry of Public Service, Labour and Social Welfare staff is currently regulated by the public service regulations and other frameworks and clear commitment of the government of Zimbabwe to safeguarding children by its staff can be deduced from such. Beyond the public service regulations, the Ministry of Public Service, Labour and Social Welfare currently, does not have a policy document which brings together the different components to provide guidance to its staff on their responsibilities to safeguarding children and the behaviours that it expects of them. This situation presents a potential risk not only for children under its care but also to the Ministry of Public Service, Labour and Social Welfare staff themselves.
Purpose and objectives of the consultancy
The primary purpose for/of the consultancy is to lead a participatory process of supporting the Ministry of Public Service, Labour and Social Welfare to develop a Child Safeguarding Policy.
The specific objectives for the assignment are as follows: To design the process and plan for the development of a Child Safeguarding Policy; To conduct consultations to appreciate the existing gaps in order to support the development of the Child Safeguarding Policy; To develop a comprehensive Child Safeguarding Policy document for the Ministry of Public Service, Labour and Social Welfare
Scope of work
In line with the above purpose and objectives of the call, the Consultant(s) is expected: To lead a participatory process to support the Ministry of Public Service, Labour and Social Welfare to develop a Child Safeguarding Policy; Facilitate safeguarding trainings in collaboration with the Ministry of Public Service, Labour and Social Welfare and Plan International Zimbabwe; Conduct a gap analysis on the Safeguarding KAPs of stakeholders; This work will cover the 10 provinces of Zimbabwe; To consult the Ministry of Public Service Labour and Social Welfare staff, its Associates e.g. CCWs, Partners, Contractors and other Government employees.
