Background
The informal economy thrives in the context of high unemployment, underemployment, poverty, gender inequality and precarious work, the very circumstances we have in Zimbabwe (Ledriz, 2015). However, most people enter the informal economy by necessity rather than by choice, in order to afford a decent living. The informal economy in Zimbabwe is marked by acute decent work deficits and a disproportionate share of the working poor. In the absence of social safety nets and support from the Government, Workers in the informal economy face higher risks of poverty than those in the formal economy. Most people in the informal sector are exposed to inadequate and unsafe working conditions. In addition to this, the informal sector faces numerous challenges in conducting their businesses with constant harassment from the local authorities, demolitions of stalls, harassment by local authorities and stiff penalties for non-compliance.
Objectives
An organisation seeks to engage a consultant who will develop detailed analysis on the informal sector in Zimbabwe. The consultant will provide an analysis of the rising informal sector in Zimbabwe with reference to working conditions, financial inclusion and support for the informal sector and policies safeguarding the informal sector etc.
Job description
The study should highlight the challenges and opportunities for enhancing and protecting the rights of women and youth in the informal sector; To provide recommendations for protection and regulation on the Informal Sector; To develop a policy brief on the informal sector in Zimbabwe which contains the following ; A deep analysis which contains a socio-economic, legal and political analysis of the informal sector in Zimbabwe; Recommendations for protection and regulation of the informal sector in Zimbabwe; To facilitate and present the policy brief at a policy dialogue.
Key deliverables
A policy brief summarizing and analysing (political, social, economic and legal) conditions of demolitions in Harare, suggest possible policy alternatives which CSOs can propose and lobby to the City of Harare with possible course of action.
Qualifications
At least a Master’s degree in Development Studies, Social Sciences, Public Policy and Governance or related subjects; Demonstrated ability of analytical and report writing skills and ability to adhere to strict deadlines; At least five years of professional experience in similar assignments; high level of written and oral communication skills in English; proven experience in evidence-based research and policy analysis.
