About Silveira House
Founded in 1964, Silveira House is a Jesuit Catholic organization which was very influential in providing forums for discussions to counteract the socio-political injustice during the pre-independence era. Over the past fifty – six (56) years, Silveira House, in partnership with various stakeholders, has built the capacity of thousands of various groups and individuals through industrial relations, youth and women empowerment, community-based health, sustainable agriculture, vocational and commercial skills training, community development, peace building and advocacy and lobbying programmes. Currently the organization runs four programmes namely Technical and Vocational Skills Training, Advocacy and Peace building, Community Development & the Socio-Economic Research and Analysis Programme.
Background to the project
Silveira House with funding from Misereor is implementing a 3-year (2019-2022) project titled, “Leadership Development for Better and Accountable Governance”. The project adopts a national approach working with the Parliament of Zimbabwe at national level. It also works with provincial development coordinators at a provincial level. Further it works with Councillors and the executive in Rural District Councils – Bindura, Marondera, Mhondoro-Ngezi, Runde and Umingwane, . Further the project works with youths and church leaders for increased participation in governance and development processes in Zimbabwe. The overall goal of the project is ‘To promote improved leadership skills, qualities and sense of responsibility amongst elected and appointed leadership in order to enhance the efficacy of their leadership, sense of responsibility and governance while at the same time deepening the social consciousness of citizens’.
The project has the following main outcomes: Strengthened leadership capacity of leaders at different levels of governance by 2022; Increased and deepened level of citizens participation in governance and development processes by 2022.
The project has been implemented to its halfway mark in its lifespan hence, Silveira House is seeking a consultant to conduct a mid-term evaluation to assess progress towards achieving the outcomes of the project.
Objectives of the MTR
The objectives of the assignment are as follows: Conduct a midterm evaluation of the project, outlining progress towards achieving stated objectives; Submit a midterm evaluation report that outlines progress towards achieving each outcome; The report should further outline the attribution and or contribution of the project to the changes in leadership skills, qualities and sense of responsibility amongst elected and appointed leaders.
Expected qualifications, experience of the consultant
The Consultant should have a Masters’ Degree in Development Studies, Political Science or any relevant field coupled with a Degree in Monitoring and Evaluation. Further, the consultant should have a minimum 5 years of relevant work experience in conducting evaluations in governance.
