Job Summary
Purpose of the Evaluation
The End of Project Evaluation should provide an independent verification of the extent to which the project met its objectives including why they were or were not achieved, analysis of unintended consequences and an overall value for money assessment of the project. The project was partially implemented under COVID 19 which was one unforeseen risk which had possibly had an impact on project delivery and impact and it will be key for the evaluation to assess the impact of COVID-19 on the project and the extent to which strategies adopted played down the risk.
Duties And Responsibilities
The End of Project Evaluation will focus on the following:
• Assessing the internal logic of the programme, with a focus on the relevance of the initially designed theory of change.
• Evidencing, with aim of identifying evidence that the programme’s approach projected in the theory of change delivered the intended outcomes.
• Assessing the quality of design and implementation of the monitoring system (MEAL Framework), the relevance of information gathered to track programme progress in delivering outcomes; how it has been used to adapt and improve project implementation and whether it has contributed to the management of identified.
• Assessment of sustainability, to identify whether the necessary conditions are in place for the continuation of the project benefits after the project.
• Identify and compile learnings from impact achieved, challenges encountered and processes conducted.
• Assess the impact of COVID-19 on the project and the relevance and effectiveness of contingent strategies adopted.
• To identify unintended project impacts.
Qualifications And Experience
Required qualifications and competencies
The following is expected of the consultant:
• Hold an advanced degree relevant to qualitative and quantitative research.
• Experienced in work on gender
• Demonstrated capacity to conduct research.
• Proven capacity for producing reports of high quality.
• Understanding of Zimbabwean SGBV laws
• Have no criminal record
