Welthungerhilfe is seeking for a Consultant to conduct the feasibility study for BMZ as well as proposal writing; Please kindly refer to the terms of reference for more information on this advert;
Duties And Responsibilities
TERMS OF REFERENCE
Project: ELINA- Enhanced Livelihoods and Nutrition Adaptation Project
Locations: Nyanga, Tsholotsho and Lupane districts
Background and Objective
Welthungerhilfe (WHH) is one of the largest, privately held, non-denominational and politically independent German non-governmental organisation focusing on development co-operation and emergency relief. Primarily in co-operation with local partner organisations, it is its task to contribute to improvement in the nutritional and income basis of the poorest rural populations in Africa, Asia and Latin America. Welthungerhilfe has been implementing projects in Zimbabwe almost continuously since 1980. Currently the organisation together with its partners has projects in 6 provinces of Zimbabwe. Sector focus is on WASH, Food and Nutrition security, Livelihoods and when necessary, Emergency response.
Community Technology Development Organisation (CTDO) is a non-governmental organisation (NGO) working with marginalised communities in the country since 1993. CTDO seeks to achieve poverty alleviation and sustainable development of marginalised communities through gender sensitive, people centered work in the area of agro-biodiversity, seed-food and nutrition security, technology development, environmental management and related policies using research, capacity building, advocacy and partnerships. CTDO promotes sustainable livelihoods through a gender sensitive and inclusive approach.
The intended project targets 13 000 vulnerable households with children under 5years in 24 wards of Lupane, Nyanga and Tsholotsho districts. The proposed project outcome is to enhance livelihoods, income, food and nutrition security of target households through integrating LANN+ concepts (Linking Agriculture Natural Resource Management through Nutrition Security) in Care Groups.
Proposed Project Outputs:
1. Improved availability, access to diverse nutrient dense foods for target beneficiaries in Lupane, Tsholotsho and Nyanga districts.
2. Enhanced positive nutrition behaviours (Knowledge, attitude and Practices KAP- diversified consumption, exclusive breastfeeding, improved WASH) for target beneficiaries in Lupane, Tsholotsho and Nyanga district.
3. Functional water and waste management systems for target beneficiaries in Lupane, Tsholotsho and Nyanga district.
4. Emerging lessons documented and disseminated effectively to influence policies and strategies within the country and beyond.
Objectives of the Consultancy
1) The objective of this consultancy is to undertake a feasibility study according to donor requirements for a planned BMZ (PA) funded project “ELINA project- Enhanced Livelihoods and Nutrition Adaptation’ Project in Nyanga, Tsholotsho and Lupane districts” following BMZ/BENGO guidelines. The feasibility study is an integral part of the project application and will furthermore provide valuable input for the development of the final proposal.
2) Based on the feasibility report findings, the Consultant will spearhead the development of the project proposal including the narrative and the log frame in particular, in collaboration with the WHH/CTDO team.
Planned Time frame
A total of maximum of 43 consultancy working days (lead consultant and enumerators) is planned. The feasibility study is expected to start on 20th September and be completed by End-November 2022, while the proposal part should be completed by Mid-January 2023 at the latest.
1. Methodology
The methodology of the consultancy is to be described in the technical proposal of the consultancy offer and will be further detailed in the inception report, it is however expected to include focus group discussions with representatives of the target groups as well as key informant interviews and consolidation of lessons learnt from the implementation of CareGroups. Special attention needs to be on Lupane where the MANA project was not operational.
The consultant must be available for any clarification and/or amendments of the feasibility assessment report that might be needed after it has been submitted to the Donor.
2. Deliverables by the Consultancy
Deliverables of the consultancy will include the following:
1. Inception report: (draft and final) stating the understanding of the project idea and outlining the methodology and tools that will be used to arrive at the intended study objectives, including research questions.
2. Feasibility study report: (draft and final) which should comprise of a maximum of 30 pages and must follow the structure, content and length of the donor requirements. Focus, scope and depth of the feasibility study should be aligned to the complexity and scope of the planned project as well as the political, economic, social and cultural context. The study should include a problem analysis as well as a target group and stakeholder analysis based upon their vulnerability and economic activity. The multi-sectoral impact pathways of activities towards improved nutrition, nutrition-sensitive production, and food market of indigenous food products of high nutrient value and income of target communities should be critically crosschecked with the assessed needs and local context. Furthermore, feasibility report is expected to critically examine the planned project regarding the OECD DAC-criteria relevance, effectiveness, efficiency, effects and sustainability.
3. Project proposal including logframe, M&E plan and budget: The project proposal needs to follow BMZ guidelines and requirements. The proposal will be developed in close collaboration with WHH/CTDO staff and needs to incorporate feasibility report findings.
Confidentiality:
All documents and data acquired from documents as well as during interviews and meetings are confidential and to be used solely for the purpose of the feasibility study.
The deliverables and all material linked to the feasibility study, such as pictures, Geo-locations is confidential and remains property of WHH.
Qualifications And Experience
Required Consultant Qualifications and Experience
The required qualifications and experience of the lead consultant include;
• At least one of the team members has to have extensive knowledge and experience with nutrition programming
• Master’s Degree in agriculture, public health, nutrition, economics, business studies or similar subject.
• Minimum 7 years’ work experience covering in at least the sector of food security, nutrition-sensitive and nutrition-specific (behaviour change) programing.
• Proven experience in the Standardised CareGroup Approach and Food Systems implementation.
• Specific experience conducting feasibility studies in food and nutrition preferably for BMZ Institutional Donor strongly preferred.
• Experience in writing proposals for the BMZ PA title
• Ability to work autonomously and demonstrated skills in leading on technical approaches.
• Experience managing and organizing and interpreting quantitative and qualitative data and information.
• Excellent communication and writing skills.
• Knowledge and commitment to abide by the ethics and Code of Conduct of WHH while working with communities.
• Proven experience of writing project proposals and proficiency in English .
