The Procurement Regulatory Authority of Zimbabwe (PRAZ) is inviting applications from suitably qualified and experienced candidates for the following positions that have arisen within the Organization.
COMPLIANCE OFFICER (1 Post)
DEPARTMENT: MONITORING AND EVALUATION
Reporting to Compliance Manager
Duties and Responsibilities
⦁ Assesses procurement notices for advertised tenders to check compliance with the Public Procurement and Disposal of Public Assets Act and Regulations and ensure that there are no violations of standards or regulations.
⦁ Assesses procurement award notices to ensure compliance with the Act and Regulations
⦁ Compiles lists of Procuring Entities’ procurement and award notices
⦁ Identify non-compliant notices for further remedial action
⦁ Consolidates all Special Procurement Oversight Committee cases
⦁ Prepares a periodic report on non-compliance by procuring entities, by type and class of procurement
⦁ Assists in the review of PRAZ forms and templates to enhance efficiency and effectiveness
⦁ Assists the Compliance Manager by compiling reports of compliance activities such as complaints received, investigations conducted and the outcomes
⦁ Assists the Compliance Manager by updating registers of Procuring Entities’ procurement management units (PMUs) and licensed public procurement practitioners.
⦁ Assists the Compliance Manager in the compilation of monthly and quarterly reports on the department’s performance
⦁ Reviews specific procurement processes by Accounting Officers to establish compliance with the Act, provides recommendations in line with legislation where violation exist.
⦁ Assesses compliance of procurement management units with the law in line with the guidelines issued by the Authority.
Qualifications
⦁ Must have a Bachelor’s degree in a field related to data, such as Procurement, Monitoring & Evaluation, Accounting, Auditing, Law, or Commerce from a recognized Tertiary Institution
⦁ Project Management qualification or experience is an added advantage
⦁ OPS, or any other Data or Statistical analytics certification related to governance and regulatory compliance will be added an added advantage.
Experience
⦁ Must have a minimum of five (5) years of working experience in audit, regulatory compliance, or monitoring and evaluation of procurement and other business processes and controls
⦁ Experience in procurement concepts and laws, monitoring and evaluation, regulatory compliance, legal codes, government regulations and industry best practices
⦁ Proven technical excellence and ability to deliver the full cycle of project management, balance multiple projects and other monitoring & evaluation responsibilities
