Job Summary

 

 

The Director of Clinical Services is responsible for the leadership, oversight, and continuous improvement of all clinical operations across Parirenyatwa and Ingutsheni Central Hospitals. The role ensures that clinical services are delivered at the highest standards of safety, quality, and efficiency, and that medical staff are effectively managed, guided, and developed in alignment with institutional goals.

 

 

Key Responsibilities

 

  • Strategic Leadership
  • Provide direction, supervision, and strategic leadership to all clinical departments and services.
  • Align clinical operations with hospital strategy, national health priorities, and professional standards.
  • Collaborate with senior medical and administrative teams to guide decision-making on patient care and clinical resource allocation.
  • Policy and Quality Oversight
  • Develop, implement, and review clinical protocols, procedures, and standards to promote patient safety and service excellence.
  • Enforce compliance with legal, regulatory, and ethical standards governing clinical practice.
  • Lead hospital-wide quality improvement initiatives and promote evidence-based medicine.
  • Monitor clinical outcomes, treatment effectiveness, and patient satisfaction using clinical data and performance indicators.
  • Governance and Risk Management
  • Ensure effective infection prevention and control, patient safety practices, medication safety, and risk mitigation strategies.
  • Coordinate audits, inspections, and compliance reviews in clinical departments.
  • Initiate corrective actions in response to incidents, non-compliance, or substandard care.
  • Clinical Operations Management
  • Oversee the performance and efficiency of clinical services and ensure optimal use of resources.
  • Supervise medical staff and monitor delivery of care to ensure alignment with hospital standards.
  • Implement systems to monitor and improve service delivery across all patient care areas.
  • Maintain oversight of critical clinical equipment and ensure operational readiness of clinical areas.
  • Human Resource Management
  • Support recruitment, selection, and appointment of clinical staff as required.
  • Mentor, supervise, and appraise senior medical and clinical staff.
  • Implement performance appraisal systems and recommend staff development plans.
  • Delegate duties to subordinates, ensuring accountability, capacity building, and succession planning.
  • Participate in disciplinary proceedings involving clinical personnel in accordance with set procedures.
  • Training and Capacity Development
  • Promote and support continuous professional development (CPD) for clinical staff through workshops, training, and peer learning.
  • Encourage participation in clinical research and the use of evidence to inform practice.
  • Foster an environment of learning, innovation, and clinical excellence within the institution.
  • Collaboration and Communication
  • Coordinate with other directorates and departments to maintain integrated and safe clinical services.
  • Represent the hospital in technical committees and relevant external platforms as assigned.
  • Maintain regular communication with internal stakeholders regarding clinical standards, initiatives, and performance.

 

 

Qualifications, Experience, and Competencies

 

 

  • Medical Qualifications: MBChB degree or equivalent from a recognized institution.
  • Professional Standing: Must be a registered Specialist/Consultant with at least 5 years post-specialization experience.
  • Administrative Experience: Minimum of 3 years in a senior clinical or hospital management role.
  • Professional Registration: Must be registered on the Specialist Register of the Medical & Dental Practitioners Council of Zimbabwe (MDPCZ).
  • Training: Participation in a recognized management development program will be an added advantage.
