CHIEF FINANCE OFFICER
The Tobacco Industry and Marketing Board (TIMB) invites applications from suitably qualified and experienced professionals for the position of Chief Finance Officer. This executive role reports to the Board and the Chief Executive Officer and is responsible for providing strategic financial leadership, overseeing the finance function, and driving the financial strategy and operations of the organization.
KEY RESPONSIBILITIES:
FINANCIAL STRATEGY AND LEADERSHIP
• Develop and implement financial strategies aligned with the organization’s objectives and government policies and provide strategic financial insights to the CEO and Board of Directors to support decision-making.
• Develop the finance team’s technical competencies such as treasury, financial planning and analysis, public sector expertise and government financial systems as well as developing the team’s leadership competencies and fostering a culture of transparency, accountability, and ethics.
FINANCIAL MANAGEMENT AND REPORTING
• Lead the budgeting, forecasting, and financial planning processes and manage financial performance against set budgets and benchmarks.
• Ensure accurate and timely financial reporting in compliance with statutory and regulatory requirements.
• Optimize funding structures and manage treasury functions, including cash flow, investments, and debt financing, safeguarding public funds through rigorous cash flow forecasting and risk management.
RISK MANAGEMENT AND COMPLIANCE
• Establish and implement robust internal controls and risk management frameworks including timely payment of statutory obligations and ensuring compliance with government financial regulations (e.g., Public Finance Management Act), audit requirements, and public sector accountability standards.
• Act as the liaison with external auditors, regulatory bodies, and government agencies.
OPERATIONAL EFFICIENCY AND DIGITAL TRANSFORMATION
• Lead the implementation of financial digitalisation initiatives to improve efficiency and transparency.
• Optimize financial processes and systems to enhance performance.
QUALIFICATIONS AND EXPERIENCE
• Professional Certifications (CA, CFA, ACCA, or equivalent).
• A Master’s degree is an added advantage.
• Minimum 10 years of progressive financial leadership experience, of which 3 years should be at a managerial position.
