VACANCY NOTICE
Background
The Zimbabwe Youth Council (ZYC) is a quasi – Government institution that was established by an Act of Parliament – The Zimbabwe Youth Council Act [Chapter 25:19] as amended in 2001. ZYC oversees the development, empowerment, and participation of children and youth in Zimbabwe. It acts as an interface between young people and the Government, as well as children and other stakeholders in the Youth Sector. Furthermore, it is a conduit through which the concerns, issues, and aspirations of children and youth are passed on to the Government and, through the same channel, feedback from young people on the policies and programs implemented is received. ZYC also facilitates the exploration of developmental windows available to children and youth and capacitates them on how to access resources in all sectors of the economy.
Applications are invited from suitably qualified and experienced persons to fill the vacancy of;
Chief Executive Officer (CEO)
in ZYC.
Job Purpose
Reporting to the Zimbabwe Youth Council (Board), the CEO will provide policy advice, strategic leadership, and operational management to the overall management of the ZYC in line with the Zimbabwe Youth Council Act [Chapter 25:19]. He/She will be responsible for driving the youth development and empowerment agenda, ensuring that ZYC remains a dynamic institution advocating for and facilitating youth-focused initiatives
Key Responsibilities
♦ Spearhead the formulation of policies and programs of the ZYC and ensuring alignment with national policies.
♦ Provide Policy advice to the Council.
♦ Superintend the registration and capacitation of youth associations.
♦ Superintend the formalisation of youth initiatives and ensure their meaningful contribution to community development and ultimately national development.
♦ Superintend the development of strategic partnerships with government agencies, private sector players, international organisation, and development partners.
♦ Advocate for youth policies and programs that address emerging issues such as drug and substances abuse, climate change and unemployment.
♦ Oversee mobilisation and management of human and financial resources of the Council.
♦ Supervise ZYC departmental heads, and promote a culture of innovation and inclusivity.
♦ Ensure representation of ZYC in National and International forums and act as a ZYC spokesperson.
♦ Enforce ZYC compliance with all legal and regulatory requirements.
♦ Oversee staff development and capacity building initiatives.
Qualifications and Experience
♦ A first degree in Social Sciences, Law or Accounting.
♦ A Masters degree Public Administration, Business Administration, Development Studies or a related field.
♦ Possession of a PHD qualification is an added advantage.
♦ A minimum of 8 years experience in senior management, preferably the public sector or youth development institutions.
♦ A thorough understanding of the national development priorities and relevant legislation.

♦ Leadership, management and supervisory skills.
♦ Policy formulation and analysis skills.
♦ Knowledge of Youth Development and Empowerment frameworks.
♦ Proficiency in communication, advocacy and negotiation.
♦ Proficiency in technology integration for service delivery.
♦ Monitoring and evaluation skills.
