Purpose of the Job:
The Chief Executive Officer is the Accounting Officer and Chief Advisor of the Council and is expected to give overall leadership in the provision of service delivery and strategic direction of Mutoko Rural District Council as per the expectations of stakeholders and government.

Key Responsibilities

  • Reporting to the Council Chairperson.
  • Spearheading Council Vision, Mission, Values and Goals.
  • Provide technical, legal and administrative advice to Council and Committees.
  • Formulate the council strategy and supervise its implementation.
  • Ensure an efficient and effective monitoring and evaluation system on service delivery to council stakeholders.
  • Facilitate a smooth implementation of council resolutions and evaluation of their effects on stakeholders.
  • Promote the image of the council through sound stakeholder management.
  • Crafting performance benchmarks for the council that are in line with the National Policy.
  • Overseeing effective management of the council’s financial and nonfinancial resources, including budgeting and auditing.
  • Provide dynamic leadership in an accountable, transparent, and responsible manner.
  • Presiding over council management meetings and ensuring that Heads of Departments implement meeting resolutions.

Requirements

  • Applicants should hold a minimum of a Degree in Administration, Local Government, Politics, Business, Social Science, Engineering, Finance, LAW, Planning and Rural Development from a recognised University.
  • A Master’s Degree will be an added advantage.
  • A minimum of four (4) years post-qualification experience in Middle Management level or Senior Management level.
  • At least 35 years old and mature.
  • Must be a holder of a clean driver’s license.
  • No criminal record.
  • Must have a clean record of service within the Public Service fraternity.
  • Must be a Zimbabwean citizen.
