The position exists to implement the Authority’s strategy, board resolutions, and provide leadership to the entity. The incumbent reports directly to the Board of Directors. BAZ is a statutory body established by the Broadcasting Services Act (Chapter 12:06) with the mandate to regulate and protect the broadcasting frequency spectrum, licensing of broadcasting services and systems.
Key Responsibilities
- Advises and appraises the board on the operations of the Authority.
- Facilitates the development of the Authority’s strategy.
- Manages the performance of all departments and ensures teamwork to achieve the organisation’s goals.
- Coordinates the allocation and distribution of the available frequency spectrum.
- Ensures the sound financial performance of the Authority.
- Advises the Board on the adoption and establishment of standards and codes relating to equipment attached to broadcasting systems.
- Coordinates the evaluation of applications for the issuing of any broadcasting licence or signal carrier licence.
- Implements policies and decisions of the Board in accordance with the Broadcasting Services Act (Zimbabwe) and other applicable laws.
- Monitors tariffs charged by broadcasting licensees to eliminate unfair business practices and to protect the interests of consumers.
- Advises the Board on ways of improving and promoting a regulatory environment that will facilitate the development of a broadcasting industry in Zimbabwe that is efficient, competitive, and responsive to audience needs and the national interest.
- Leads the Authority in ensuring that Zimbabweans have effective control of broadcasting services or systems.
- Ensures that the Authority promotes the provision of high-quality and innovative programming.
- Encourages fair and accurate coverage of matters of public interest and adequate coverage on matters of local significance.
- Maintains and promotes harmonious relations with BAZ stakeholders, both local and international.
- Develops and implements a system that addresses complaints that relate to broadcasting services.
- Enforces compliance with the Broadcasting Services Act and license conditions.
Requirements
- An Engineering Degree in a broadcasting-related field or Telecommunications.
- An MBA, MBL, or equivalent postgraduate degree an added advantage.
- Knowledge of local and international broadcasting laws.
- Knowledge of broadcasting and telecommunications regulations as guided by the International Telecommunications Union (ITU).
- Good understanding of changes in the broadcasting sector.
- Good appreciation of the Broadcasting Services Act [Chapter 12:06] and its supporting regulations.
- Ability to develop regulations supporting the broadcasting industry.
- Good understanding of laws and statutes governing the management of state enterprises in Zimbabwe.
- Must be a strategic thinker and tech-savvy.
- At least ten years’ experience in leadership and management in the broadcasting industry with a strong bias to regulation.
