JOB PURPOSE
Responsible for leading, managing and developing strategic framework for roads and storm-water infrastructure engineering for construction and maintenance, ensuring that City of Harare has functional, safe roads and a storm-water run-off disposal system.
KEY RESULT AREAS
. Formulation, review and implementation of policies, strategies and systems for the Roads Division.
. Planning, organising and allocation of resources for roads construction and maintenance works.
. Management of the designing and construction of roads infrastructure and storm-water drainage systems.
. Effective oversight on the allocation, disbursement and monitoring of funds dedicated to road infrastructure projects and transparent accountability.
. Prepares and manages the Division’s capital and revenue budgets and forecasts.
. Ensures safe working environments in line with the Factories and Works Act, Occupational Health and Safety Act and Environmental Management Act.
. Contracts management.
. Co-ordination of various sectors.
. Robust controls and asset management.
. Revenue generation initiatives.
. Supervision and performance monitoring.
QUALIFICATIONS AND EXPERIENCE
. A relevant post graduate qualification is a requirement OR a Bachelor’s degree in Civil Engineering or equivalent with a minimum of 10 years’ experience.
. Project Management qualification will be an added advantage.
. Corporate Membership of the Zimbabwe Institution of Engineers or other relevant institution.
. At least five (5) years’ working experience at middle management level in a similar engineering environment.
