The Position

This position requires a highly experienced and a mature professional who will work with the Director Competitiveness, the Executive Director and associated stakeholders in ensuring regional and global competitiveness of exports across all sectors of the economy.

Key Responsibilities:

  • Development, coordination and implementation of key income and pricing policies that will enhance global competitiveness;
  • Providing detailed research and analysis on issues that will enhance Zimbabwe’s competitiveness, benchmarking against competitors in Regional and International economic communities such as SADC, COMESA, ACP/EU, WTO, AFCFTA, UNCTAD;
  • Analyse and provide information on old and new business regulations that need to be reviewed to enhance national competitiveness;
  • Identifying, verifying and monitoring key cost drivers in the productive industry sectors and economic environment, and advise on measures to be taken to enhance national competitiveness and productivity as well as address emerging cost challenges;
  • Identifying and recommend strategies to develop sectors of the Zimbabwean economy with potential for global competitiveness, establish short comings while paying attention to size of industry, technology gap, capacity assessment for global competitiveness;
  • Liaising with Government Ministries, Departments Agencies (MDAs) Development Partners, Sponsors, Academia, Business Organisation Members (BMOs) and other stakeholders on national and industrial competitiveness;
  • Coordinate, monitor and ensure the implementation of key policy improvements processes identi lied as being closely associated with the country’s competitiveness;
  • Organize and provide a platform for dialogue between the public, private sector, labour, academia and non-state actors in order to conduct policy debate on competitiveness issues;
  • Facilitate the development and implementation of the Regulatory Impact Assessment (RIA);
  • Building support for business competitiveness across all sectors throughout the country;
  • Assisi in the development of annual and strategic plans for the Commission; and
  • Manage assigned work streams to ensure departmental objectives are met.

Key Deliverables

  • Develop a comprehensive, up to date Zimbabwean economy cost drivers matrix.
  • Develop and maintain a comprehensive, up to date cost driver matrix by sector
  • Produce a quarterly report on sectors with potential for domestic, regional and global competitiveness in the context of domestic, regional and continental industrialisation agenda.
  • Produce quarterly a benchmarking report on ease of doing business focusing on the areas that affect competitiveness at industry and national level.
  • Producing annually a we 11-researched Zimbabwe Competitiveness benchmarking report focusing on the key parameters for domestic, regional and global market and foreign direct investment competitiveness.
  • Ensure successful implementation of plans and achieve set targets within the approved budget.
  • Develop and implement a system of performance appraisal to ensure focus on and delivery of Key Result Areas.
  • Conduct qualitative and quantitative research and analysis.
  • Facilitate dialogue and interface between the Commission and its key stakeholders within and outside Zimbabwe.

Minimum Qualifications

  • A BSc Honours Degree in Economics or a Social Science discipline.
  • Master’s Degree in a relevant field will be an added advantage.
  • Verifiable experience in Economics and Research work.
  • Familiarity with the legal review and drafting processes.
  • Results driven and ability to relate with various stakeholders at a 11 levels.
  • At least 5 years’ experience in policy formulation under the Government or Business
  • Management Organisation set up.
  • Experience in qualitative and quantitative research methods and analysis
  • High conceptual ability and know ledge of policy making at enterprise level.
  • Good oral and writing skills.
