Preamble

The Public Service Commission recognizes that a functional public road infrastructure system remains a key enabler to unlocking economic growth potential, increase competitiveness and productivity, whist equipping public services to meet demand. Furthermore, road infrastructure is considered a key component of the investment climate that reduces the cost of doing business and enabling people to engage in socio-economic activities. Poor road infrastructure impacts negatively on the cost of doing business in Zimbabwe, with a bearing on production costs, and the competitiveness of industry. Investment in public infrastructure has positive downstream multiplier effects on the rest of the economy, such that a dollar of investment in road infrastructure has a potential to generate increase in short-term employment and economic activity.

Beyond the short term, productivity gams to the overall economy are also going to be realized through utilization of local content in the construction of projects and increased participation of previously disadvantaged communities in the mainstream economy. The increased funding under the emergency road rehabilitation programme on some road and construction projects that had been abandoned for many years has seen local construction firms being engaged, with many employment opportunities being created.

Therefore, the post of Chief Director Roads, which is a Senior Management position m Government reporting to the Permanent Secretary will be strategic in leading the planning, construction and rehabilitation of national road infrastructure together with other Road Authorities in Zimbabwe. The post will focus on the following key national functional areas:

•Road planning and designing

  • Quantity surveying
  • Construction and maintenance

DUTIES AND RESPONSIBILITIES

  1. Spearhead the development, formulation, implementation and review of policies, procedures, regulations and strategies for the appropriate road network development m the country in line with the Ministry’s strategic plan as well as guided by national development imperatives.
  2. Oversee the planning, designing, construction, maintenance and rehabilitation of trunk roads and other roads and bridges in the country and ensure that they are implemented according to national and international approved engineering standards and also contribute to economic development
  3. Design and facilitate a framework of engagement of internal and external partners in roads infrastructure planning, development, management and maintenance and forge Public-Private Partnerships (PPPs) in road infrastructure development.
  4. Oversee, advise and supervise other road authorities to ensure compliance and adherence to national and international road construction and maintenance standards.
  5. Coordinate and participate in regional and international engagements and negotiations on road infrastructure development e.g. in SADC, UN, AU.
  6. Monitor nd have oversight over the performance of ZINARA and make recommendations for legislative and policy changes to the Permanent Secretary.
  7. Represent the Ministry at National, Regional and International forums on road infrastructure development.
  8. Manage human and financial resources a located to the Directorate.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES

  • At least a Masters degree in Civil Structural Engineering Degree or equivalent.
  • Accreditation or certification to a professional body is an added advantage.
  • At least 2 years experience in the Director or equivalent grade or 10 years experience in senior management in a relevant field.
  • Ability to work under pressure and demonstrate good leadership qualities
  • A high degree of maturity ,self-discipline, initiative and creativity.
  • Thorough knowledge of Public Service Regulations and Procedures.
  • Sound knowledge of current National Economic Development Policies, Programmes and Priorities.
  • Good team leader.
  • Good analytical skis
  • Ability to employ Information Communication Technology (ICTs) in the planning, development, designing and maintenance of road infrastructure.
