Key Responsibilities
- Providing policy advice on taxpayer queries.
- Providing strategic policy advice on legislative reforms to strengthen revenue mobilisation and improve tax administration.
- Addressing emerging tax policy issues and aligning policies with international standards.
- Providing guidance on the interpretation and application of tax legislation.
- Providing strategic leadership on transfer pricing, base erosion and profit shifting (BEPS), tax avoidance and evasion, illicit financial flows, exchange of information and digital taxation.
- Overseeing the development of tax policy simulation models and revenue estimation methodologies.
- Representing Zimbabwe in regional and international forums, including ATAF, SADC, IMF, World Bank and OECD.
- Leading national tax gap analysis and the domestic resource mobilisation strategy.
- Providing strategic oversight over the identification, costing, monitoring and evaluation of tax expenditures.
- Leading periodic reviews of tax incentives, exemptions, rebates and concessions.
- Preparing annual tax expenditure reports for incorporation into National Budget documentation.
- Championing the development of an integrated revenue intelligence framework.
- Providing strategic oversight on the governance, quality, security, utilisation and sharing of tax and revenue data.
- Ensuring effective implementation of Government policies, Cabinet decisions and audit recommendations.

Requirements
- A Master’s Degree in Economics, Taxation, Public Finance, Fiscal Studies, or a related field is a must.
- A Bachelor’s Degree in Economics, Taxation, Fiscal Studies or a related field.
- A Doctoral Degree (PhD) in Economics, Public Finance, Taxation, Fiscal Studies, Public Policy or a related discipline.
- A minimum of 10 years’ relevant experience in taxation, public finance, economics, fiscal policy, revenue administration or a related field.
- At least 2 years’ experience in a senior management leadership position , preferably at Director level or equivalent grade.
- Demonstrated experience in leading tax policy formulation, reforms, fiscal policy analysis and institutional transformation programmes.
- Proven experience in the development and drafting of tax legislation and regulatory development.
- Experience in international tax negotiations, treaty development and bilateral and multilateral engagements at regional and international level.
- A proven track record in leading multidisciplinary technical teams.
- Proficiency in formulating and negotiating tax treaties and agreements to prevent double taxation and promote cross-border trade and investment.
- Extensive knowledge of the tax system, legislation and international tax frameworks.
- Advanced skills in designing equitable and growth-oriented tax policies aligned with national development goals and global standards.
- Ability to collect, interpret and apply data to support informed decision-making and drive efficiency in operations and planning.
- Expertise in collaborating across various levels and with external stakeholders.
