Position: Catchment Manager / Provincial Head
Background
The Zimbabwe National Water Authority (ZINWA) is inviting applications from suitably qualified, experienced, mature, and results-oriented individuals to fill the above key leadership positions. The successful candidates will be based at Sanyati Catchment (Gweru), Mazowe Catchment (Bindura), and Gwai Catchment (Bulawayo), and will report directly to the Director, Water Supply Services and Rural Development.
These positions are strategic and carry significant responsibility for the effective management of water resources, catchment operations, stakeholder engagement, and contribution to the Authority’s vision of ensuring sustainable and equitable water access in line with the ZINWA mandate and the provisions of the Water Act.
Key Responsibilities
• Develop, implement, and monitor the Catchment’s strategic plan in line with the Authority’s overall strategic objectives.
• Manage water resources in compliance with the Water Act, relevant legislation, and ZINWA policies.
• Oversee financial management including budget preparation, revenue collection, expenditure control, and capital project financing for all Service Centres in the Catchment.
• Provide leadership in the implementation and management of all Catchment operations and projects on a commercially sound basis.
• Ensure strict adherence to regulatory, statutory, and corporate governance requirements.
• Contribute to the formulation and review of sectoral and organisational policies.
• Represent the Authority at Catchment Council meetings, Provincial Development Committees, and other district or provincial stakeholder forums.
• Lead and manage Catchment staff, ensuring effective human capital management, performance development, and workplace discipline.

Qualifications and Experience
• A degree in Civil Engineering or equivalent.
• A postgraduate qualification such as MBA, MSc, or Chartered Institute of Secretaries (CIS) will be an added advantage.
• At least 10 years’ experience at senior management level in water resources management or business administration.
