The Tripartite Negotiating Forum (TNF) invites qualified and experienced consultant(s) to undertake a national study aimed at developing an evidence-based regulatory and skills transformation framework for platform work in Zimbabwe. The overall objective is to promote inclusive digital economic development and strengthen decent work protections.
Key Responsibilities
- Assess the scale, characteristics, and economic contribution of platform work in Zimbabwe.
- Evaluate decent work deficits, including income security, occupational safety and health, social protection coverage, and gender and youth disparities.
- Analyse the adequacy of existing labour, social protection, and regulatory frameworks.
- Examine the role of algorithmic management in shaping working conditions and dispute resolution.
- Develop actionable policy and skills transformation proposals aligned with international best practice.
- The study will cover platform-mediated work across: Ride-hailing and transport services, Delivery and courier operations, Online freelancing and digital services, Domestic and care platforms
- The assignment will include stakeholder consultations, a validation workshop, technical peer review, and a high-level policy roundtable.

Requirements
- Education: Master’s degree or PhD in Economics, Labour Economics, or related Social Sciences.
- Experience: Minimum of 10 years’ experience in labour, socio-economic, or policy research.
- Strong knowledge of Zimbabwe’s socio-economic context
- Excellent analytical, research, and writing skills
- Ability to work independently and deliver within agreed timelines
- Fluency in written and spoken English
