Introduction

A local Non-Governmental Organization undertaking its programming in Masvingo Province is looking for a baseline consultancy service. The major objective of the organization is to facilitate meaningful participation of youth in citizen engagement, conflict management and electoral processes. The organisation is currently implementing a project that seeks to promote meaningful participation of young women and men between the ages of 18 and 35, in conflict management and social accountability monitoring at all levels of community development. In order to achieve this, the organisation uses four interventions which are capacity building, information dissemination, provision of youth friendly interface platforms as well as advocacy and lobbying. The Organization is inspired by the values to respect human rights and the desire to build sustainable peace and development.

Duties And Responsibilities

 

For one of its projects the organisation has both the project proposal and the logical framework approved by the funding partner and would like to conduct a survey documenting the baseline situation of all indicators in the project logframe.

Objective of the survey

  • To collect and analyse baseline data specifically for all output and outcome indicators of the project logical framework.
    • Document the baseline situation on all output and outcome indicators of the project logical framework in a consolidated report.

The survey will be carried out in the selected three districts of Masvingo that are under the organisation’s conflict management and social accountability programme. The consultant shall work closely with the Project Officer and the Project Assistant in order to provide on-the-job training and learning on how to collect and analyse the data and document it in a report.

Methodology

The study shall incorporate a participatory research approach grounded on qualitative and quantitative methods for data collection. The mixed methods approach is critical to validate the data.

For this task the consultant shall be required to develop own data collection tools and techniques based on the logical framework and the developed data collection tools should be clearly linked with all the logical framework indicators.

Expected deliverables

The consultant shall be expected to meet the following deliverables
(i) Develop data collection tools and submit for inputs before data collection.
(ii) Collect, analyse and document baseline data for all output and outcome indicators of the project logical framework. – Draft Report to be submitted to the partner for contributions.
(iii) Consolidated baseline survey report.

Qualifications And Experience

 

Timeline
The consultancy will take place over a one-month period beginning in April 2022.

Budget
Consultants are expected to submit a technical proposal and budget. Budgets will be assessed on a competitive tendering basis.
Payment

Payment for the entire job will be made upon satisfactory completion of deliverables, however travel and foods costs during the field visits shall be provided during the activity days.

Technical requirements for bidders

  • Minimum 5 years’ expertise and track record in carrying out peace and development related surveys.
    • Knowledge of using qualitative and quantitative data analysis approaches.
    • Demonstrated expertise with various conflict management and social accountability tools and participatory research tools
    • Excellent competence in participatory training and capacity building with Project Partners, CSOs and communities
