A Local women empowerment NGO working in 20 districts in Zimbabwe with a collective membership of 5 000 women and over 30 000 women, men and youths are beneficiaries of the organization’s projects. The organization is alive to the fact that society is fraught with unequal gender relations perpetuated by a complex interaction of cultural and structural factors. Because of the cultural and structural factors, despite women outnumbering men demographically, their participation in the social, political and economy spheres remains limited. Women’s grassroots mobilization and organization at multiple levels therefore remains a key enabler for women’s empowerment and participation. The Local NGO works to open women’s minds to the realities of these barriers and bring women together within their communities to formulate local solutions to local challenges. The LOCAL NGO’s Vision is, Communities that are empowered, sustainable and peaceful.

Project description

The overall goal of the project is improved accountability in governance at community level enforced by empowered women and youths capable of articulating, influencing, facilitating and participating in policy, local governance and development processes and demanding their constitutional rights in Chipinge and Goromonzi rural districts.

Specific objectives

Build the capacity of women in leadership roles and advocating for women leadership roles in local governance; Increase the number of non-partisan platforms for discussing community challenges and formulating development policies; Strengthen platforms for community engagement with solution holders in targeted wards; and Create a network and support system for empowered women leaders acting as mentors and role models for other young women.

It is against this background that the LOCAL NGO is seeking the services of a consultant to conduct a Baseline study of the project.

Purpose of the assignment

The baseline study will focus on the collection of information or data for a set of performance indicators outlined in the project results matrix. The baseline will form the basis for the final evaluation.

  • To assess the extent of participation of women and youths in policy, local governance and development processes;
  • To assess the level of participation of women and youths in decision making positions;
  • To assess the level of community engagement with solution holders;
  • To assess the extent of women and youths using the constitution of Zimbabwe to demand their rights.

Scope of work

The baseline study will cover the targeted primary women rights holders, key institutions including government ministries and other non-state actors in the mentioned districts

Methodology

An appropriate mix of quantitative and qualitative methods will be used to gather and analyse data. The consultant must propose a methodology and plan for the baseline study. Data triangulation is required to ensure credibility and accuracy of data

Key task

The assignment, as mentioned earlier, involves the preparation and implementation of the project Baseline study. The following specific tasks are to be carried out:

  • Inception meeting with the LOCAL NGO and partners to confirm expectations of the Baseline process and common understanding of the ToR;
  • Desk review of the project’s key documents including but not limited to – Project proposal and log frame, Other relevant monitoring data;
  • In consultation with the LOCAL NGO and partners, develop first draft Baseline study methodology, tools, work plan and budget. This should include – For each objective/result and indicator, suggested data collection methods, tools and sampling strategy– distinguishing between different project target groups. Data collection tools, Field implementation plan, Approach, tools and templates for analysis and reporting, Data processing and analysis plan;
  • Implement the Baseline study including quantitative and qualitative data collection, entry, analysis and quality control. All data must be disaggregated by gender and location;
  • Submit first draft Baseline study report to the LOCAL NGO and partners for comments

Deliverables

  • Draft soft copy of the inception report including survey tools and analytical framework;
  • Soft and hard copy of the final inception report;
  • E copy of the draft report of the baseline;
  • Draft soft copy of the baseline survey report;
  • Both soft and hard copy of the final baseline study report including datasets.

Consultant(s)

The LOCAL NGO is looking for a consultant with a strong track record in conducting Baseline studies for women empowerment and governance projects in the NGO sector. The consultant should have the following background, skills and competencies:

  • At least 5 years of relevant experience;
  • Proven record in the development and implementation of robust Baseline studies for women empowerment, governance and development projects;
  • Good knowledge and extensive practice applying participatory approaches and qualitative data collection methods;
  • Strong analytical skills, both quantitative and qualitative;
  • Experience of integrating gender dynamics within participatory data collection;
  • Good understanding of methods for assessing changes related to active participation, accountability and women empowerment;
  • Ability to communicate fluently in English and Shona, and strong report writing skills in English;
  • Relevant geographical experience in the mentioned district;
  • Excellent verbal/written communication skills and ability to work with a team and under pressure to produce agreed deliverables in a timely manner.

The consultant will report directly to the Director, will work closely and in consultation with the programme manager and stakeholders. The selected consultant is responsible for all logistics arrangements including transport. The consultant will carry out the work outlined in the TOR and can request occasional support from the LOCAL NGO staff, where necessary. The LOCAL NGO is responsible for providing access to relevant project documents and data, and facilitating access to relevant stakeholders and beneficiary groups.
