About
Zimbabwe Health Interventions (ZHI) is a not-for-profit human development organisation which is registered as a Trust under the Zimbabwe Deeds Registries Act (Chapter 20:05). ZHI’s mission is to develop and deliver innovative and sustainable high impact integrated health interventions with local communities while working with and strengthening existing institutions. Zimbabwe Heath Interventions (ZHI) is seeking applications for an Assistant Project Officer –School Program for an anticipated USAID/PEPFAR supported five-year DREAMS project in Zimbabwe. The focus of the project will be to Prevent new HIV infections among adolescent girls and young women (AGYW) using the Determined, Resilient, Empowered, AIDS-Free, Mentored and Safe (DREAMS) approach. Recruitment is contingent upon successful award of the project.
Basic function
The Assistant Project Officer (APO) – School is responsible for planning, coordination and implementation of the DREAMS Project integrated education interventions located in schools and communities. The APO School is responsible for liaising with MoPSE formal and non-formal education departments at district level to strategize implement integrated inclusive education to identified vulnerable beneficiaries. The post holder is responsible for training, coaching and on-going support of teachers, tutors and community cadres in order to improve instructional practices in literacy, numeracy and social and emotional skills. S/He must promote interventions that improve vulnerable girls’ and boys’ education and health outcomes. The APO works closely with the District Project Coordinator (DPC), OVC Technical Lead and Technical Officer-Education to implement with fidelity the DREAMS Program interventions for AGYW in schools and communities. The APO is responsible for implementing and tracking progress against technical benchmarks, targets and timeframe. He/she ensures that project implementation is in line with the approved proposal, sub-population specific models, curricula, budget and work-plan. S/he is responsible for recruiting, supervising, mentoring and supporting teachers, DREAMS Ambassadors, community cadres engaged by the program in the district. She/he is responsible for administrative support for the school program, ensuring that the necessary paperwork and approvals have been submitted, as per organizational and donor guidelines and standards. She/he will ensure timely documentation and reporting of program activities using the ZHI weekly, monthly, biannual and annual reporting formats.
Job description
- Participates in designing Project, developing methodologies, work plans and budgets for the DREAMS Program for the assigned interventions;
- Implements Project activities at district level, scheduling activities and monitoring the Project to make sure planned targets are achieved on time;
- Ensures agreed quality standards for the management and outputs of DREAMS Project are met;
- Works with the SIE team to implement the M&E action plan, making sure that M & E data for the Project is collected and MER reports are produced, as required;
- Works closely with the Finance team to monitor Project expenses and to ensure accurate Project financial reporting;
- Implement Education activities according to strategy, proposals, budgets, and plans;
- Lead in organizing and facilitating training programs;
- Oversee training, coaching and on-going support of teachers, tutors and community cadres in order to improve instructional practices in literacy, numeracy and social and emotional skills;
- Set up of adolescent literacy and numeracy clubs;
- Establish functional community education platforms and education coordination structures in designated district;
- Mapping numbers & ages of children & organizing appropriate playgroups;
- Manage the distribution of age and gender appropriate play materials;
- Listening to students’ concerns regarding social, academic, or personal circumstances;
- Providing students with support and guidance on how to deal with problems;
- Assisting students with scholarship, college, and job applications;
- Implementing programs to combat GBV including sexual abuse and child marriages, substance abuse amongst others relevant to the project location;
- Identify, build synergies and link learners to other opportunities including meeting deliverables on the district targets table;
- Referring and supporting learners to access the DREAMS Package of services including other support services and mental health professionals as needed;
- Mediating and improving relationships between students, parents, and teachers;
- Counseling individuals and groups as required;
- Conducting assessments to determine students’ strengths, weaknesses, interests, and aptitudes;
- Working with students to develop and improve their skill set;
- Assisting students in the development and working towards career goals;
- Performs other Project activities as may be assigned from time to time.
Knowledge, skills and abilities
- Excellent interpersonal and time management skills, good analytical skills;
- Initiative in learning and self-development;
- Respectful, willing to cooperate with and support Project stakeholders including government officials, development partners, DREAMS Project partners, colleagues, beneficiaries, local community and local leaders.
Qualifications and experience
- Bachelor of Education, (Primary school education) with at least 2-year teaching experience in the public sector, or Social Science Degree plus a teaching qualification and at least 3 years teaching experience in the public sector;
- Post basic qualification in Program Management or Adult Education or Health Promotions will be an added advantage;
- Experience in NGOs is an added advantage.
