NPA’s international work covers three core areas: Humanitarian Disarmament, Democratization and Just distribution of power and resources and Humanitarian Action and Crisis Responses.
NPA in Zimbabwe is working with partners on long-term development, human rights and grass root organizations in the Development and Humanitarian Cooperation (DHC) Programme and clearance of landmines in the Humanitarian Disarmament (HD) Programme.
We are looking for an experienced Assistant Grants Officer for Six (6) months for the DHC Programme in Harare Zimbabwe. This is a position that requires a mature and professional of high integrity. The person shall assist the Finance Manager with quality assurance of partner accounting and financial control as per Donor and Norwegian People’s Aid policies, rules and regulations (Finance Handbook). Special attention shall be given to the implementation of anti-corruption guidelines. The Assistant Grants Officer will work under direct supervision of the Finance Manager in Zimbabwe.
The position is based in Harare

KEY RESPONSIBILITIES

• Assistant Grants Officer shall
➢ Assist with setting grant management policies, and developing and enforcing procedures that assure transparency in the partner project processes.
➢ Assist in partner follow-ups to ensure the timely release of the grants/project funds for approved grants as outlined in the partner contract.
➢ Assist in the project’s grants accounting, reporting, compliance and risk management process.
➢ Assist in partner monitoring reports updates and uploading relevant reports in NPA Sharepoint in a timely manner.
➢ Assist in reviewing and finalising of partner budgets and work plans, contracts/agreements preparation and follow-up on compliance.
➢ Assist in periodic Grants Report Reviews for partners, monitoring eligible and ineligible costs.
➢ Assist in timely feedback to partners on grant reports and performance, handling correspondences and matters in regard to partner management in consultation with FM and the project team.
➢ Assist in mentoring and capacity-building initiatives providing technical advice and capacity development to partners.

➢ Assist in Coordinating internal and external audit for both organization and partners and act on audit issues in collaboration with Finance and Admin Officer and Finance Manager.
➢ Assist with relevant finance documents Agresso and SharePoint filling requirements
➢ Any other duties as assigned.

Qualifications And Experience
QUALIFICATIONS

• A professional certification in Accounting (ACCA, CIMA or CPA holder) and or an academic degree in accounting and/or financial management
• At least 2 years experience and demonstrated success working in finance at similar positions in an international NGO or similar (Preferably knowledge and experience managing funds from NMFA, NORAD, SWISS, EU)
• Previous experience in partner financial monitoring and compliance
• Experience in working with partners handling capacity-building issues
• A clean class 4 driver’s license
• Computer literacy proficiency in MS Office packages
• Experience working with the Agresso Software package or any other Cloud-based accounting software is an added advantage.
