Key Responsibilities
- Reporting to the Director of Engineering Services, the Assistant Director of Engineering Services’ main responsibilities are assisting the Director in the following:
- Overseeing the planning, designing, construction, operation, and maintenance of all Council infrastructures.
- Formulating the department budget and submitting it to the Director
- Managing the production of future development master plans and local plans
- Participating in the formulation and implementation of Council strategic plans
- Attending board meetings to give technical advice and ensure timeous implementation of Council resolutions relevant to the Engineering Services Department.
- Giving timely feedback to the Director on all work/projects/activities being implemented in the Department and ensuring that Departmental staff are properly supervised through section heads.
- Handling disciplinary cases fairly and firmly within the given time frame.
- Formulating internal control measures and policies for the department
- Formulating standard operating procedures for the Department tasks and activities
- Managing project implementation, overseeing compliance with quality control standards and design specifications
- Overseeing the implementation of council resolutions and by-laws related to engineering services, ensuring compliance with Acts
- Perform any other duties within the scope of this job as assigned by superiors from time to time.
Requirements
- Degree from a recognized University in Engineering
- Membership of the Zimbabwe Council of Engineers
- At least three years post-qualification experience
- Class four driver’s license
- A citizen of Zimbabwe
- No criminal record (Attach Police clearance)
- A clean record of service within the local government fraternity, where applicable.
